The VNG develops so-called "staalkaarten" as tool to draft an environmental plan (omgevingsplan) under the new Environment and Planning Act (Omgevingswet), the Act that will integrate most legislation regarding the physical environment and the largest piece of legislation since the Civil Code. The environmental plan is the most important instrument within this Act. Every chapter of the "staalkaarten" is subject to review by the "Reflectieraad", a commitee of independent experts.

The Netherlands is divided into 11 districts, each with its own court. Each district court is made up of a maximum of five sectors, which always include the public law, civil law, criminal law and sub-district law sector. Appeals against public law judgements can be lodged at the competent specialised administrative law tribunal - the Administrative Jurisdiction Division of the Council of State, the Central Appeals Tribunal or the Trade and Industry Appeals Tribunal, also known as Administrative High Court for Trade and Industry, depending on the type of case.
