Directly managed the OT&E efforts for the Global Command and Control System - Maritime (GCCS-M); the Joint Service Imagery Processing System - Navy (JSIPS-N); and the Distributed Common Ground System - Navy (DCGS-N) (Formerly known as the Joint Fires Network (JFN) system) acquisition programs. Supported the OT&E planning, execution, and reporting of other Navy C5ISR&T systems, as directed. Represented COMOPTEVFOR's test and evaluation interests at Office of the Secretary of Defense (OSD) led Joint Distributed Common Ground System (DCGS) Capstone Test and Evaluation Master Plan (TEMP) Working Group and Global Command and Control System (GCCS) Working Group meetings. Awarded the Navy and Marine Corps Commendation Medal (6th Award) for services performed during this assignment. Retired from the U.S. Navy in October 2003.

Performed collateral duties as the Assistant Operations Officer (AOPS). Awarded two Navy and Marine Corps Commendation Medals (4th & 5th Awards) for service performed during this tour. Transferred to Commander, Operational Test and Evaluation Force (COMOPTEVFOR) for duty as an Operational Test Director (OTD).

Limited Duty Officer (Surface Operations) and Surface Warfare Officer (SWO) qualified Lieutenant (O-3E), United States Navy, assigned to the Joint Maritime Facility (JMF), St. Mawgan. United Kingdom. Directly supervised the daily tactical operations performed by a bi-national watch team comprised of 27 American and British acoustic analysts from the U.S. Navy, Royal Navy, and Royal Air Force. Also assigned as the telecommunications officer. Directly managed 28 American Information Technology Specialists (Radiomen) responsible for processing all message traffic, communications security (COMSEC) equipment, and the operations and maintenance of terrestrial and celestial communications trunks. Performed duties as the command's Information System Security Manager (ISSM)/Information Systems Security Officer (ISSO). Qualified and an Integrated Undersea Surveillance System (IUSS) officer. Awarded a Navy and Marine Corps Achievement Medal (3rd Award) and Mavy and Marine Corps Commendation Medal (3rd Award) for superior performance during this tour. Provided general supervision and coordination over 10 U.S. Navy ships assigned to the Forward Deployed Naval Force (FDNF). Supervised the daily operations of the Tactical Flag Command Center (TFCC). Stood inport and underway watches as a Flag Duty Officer and Assistant Flag Watch Officer. Led efforts to improve interoperability between coalition naval forces and Joint forces assigned to the United States Pacific Command (USPACOM) area of responsibility. Deployed with the USS INDEPENDENCE (CV 62) carrier strike group to the United States Central Command (USCENTCOM) area of responsibility in support of Operation Southern Watch. Awarded the Navy and Marine Corps Commendation Medal (2nd Award) for superior performance during this period. Transferred to the Joint Maritime Facility (JMF), St. Mawgan, United Kingdom.
