Leads an organization of over 900 people with a $600M annual budget to provide all Command and Control, Communications, Computers, and Information Technology support to the 56,000 members of the United States Coast Guard. Managed a diverse workforce of active duty, civilian, and contractors at over 20 locations to support Coast Guard across the United States and at several overseas locations in Europe, Southwest Asia, and across the Pacific. Initiated and led a major organizational transformation. Restructured and redesigned processes to align with ITIL framework and more efficiently deliver service. Implemented enterprise-wide problem management, change management, knowledge management processes.Managed the deployment of the DoD Windows 10 Secure Host Baseline to every workstation across the Coast Guard. Successfully completed on-schedule global deployment to over 1200 units including over 260 ships, many of which were underway during our deployment period. Initiated project to move all Coast Guard unclassified email and file stores to Microsoft Office 365 and OneDrive – currently in progress.Stood up a Vendor Management Office and began consolidation of contract oversight; initiated first true enterprise-wide contracts for IT infrastructure support, cybersecurity, cloud hosting services.

Responsible for daily operations and strategic planning for the Coast Guard’s newly created Cyber Command. Developed organizational strategies to incorporate cybersecurity risk calculations into Coast Guard Operational decisions.Principal author of 2 of the Strategic Priorities in the 2015 Coast Guard Cyber Strategy.Worked with DHS CISO staff to stand up the first joint Coast Guard/DHS Security Operations Center. Coast Guard representative on US Cyber Command team developing the Risk Assessment Methodology currently used to assess cybersecurity risk and prioritize mitigation efforts.Supervised operations of Coast Guard’s Computer Incident Response Team and coordinated cybersecurity incident response efforts with impacted operational commanders and business units.

Led a technical staff of over 200 personnel to conduct planning, budgeting, development, delivery, and support of all information technology infrastructure supporting the Coast Guard. Managed technical and security aspects of Wide Area Network architecture and provisioning including commercial SATCOM solutions to support Coast Guard ships and extranet connections to partner agencies.Developed and maintained enterprise systems including email, Domain Controllers, Identity and Access Management, mobility solutions. Developed and maintained standard desktop and server OS images. Conducted patching and vulnerability management for client and servers throughout classified and unclassified networks including systems on ships.Executed transition of traditional server architecture to virtualized including development of plans to move services to DoD cloud offerings. Transitioned classified email service to cloud service hosted by the Defense Information Systems Agency.Developed and deployed cybersecurity tools to Coast Guard Cyber Command including web and email filtering appliances, SIEM, IDS/IPS, Host-based security (HBSS), and vulnerability scanning systems. Supervised operations of the Coast Guard IT Operations Center and Network Operations Center including Continuity and Disaster Recovery planning.

Responsible for direct support of all electronics and information technology systems for the Ninth Coast Guard District. Led a staff of 120 personnel at 11 locations around the Great Lakes region.Coordinated local incident response for all security incidents impacting Ninth District units.System Owner responsible for Federal Information Security Management Act system review and triennial Certification and Accreditation renewal for all unclassified information technology networks in the region.Developed continuity of operations plans (COOP) for the ESU and ensured full coordination with and support of COOP plans for the Ninth District staff and four sector commands.Transitioned first-line support including account provisioning from regional helpdesk to newly-implemented centralized service desk supporting the entire Coast Guard. Drafted Coast Guard’s first ITSM strategy and served on team that implemented the first enterprise-wide incident management process.

Program manager and principal architect for $400M overhaul of presidential communications systems including telephony systems, tactical radios, and IP networks.Presidential Communications Officer responsible for operational communications support of the President, MILAIDE, and senior White House staff. Developed plans to replace and outfit 24 communications vehicles with state-of-the art systems capable of processing TS/SCI data. Transitioned legacy voice/fax systems to IP-based technology.
