As part of the Lockheed Martin team, Industrial Development (ID) is a corporate level function responsible for governance and reporting of the corporation’s industrial participation & offset programs, leveraging ID strategic initiatives across Lockheed's Business Areas, and facilitating partnering development activities that help grow Lockheed Martin internationally. As the country leader of ID for Canada & Brazil, Heather is responsible for leading the corporation’s Canadian ID strategy and supporting the successful fulfillment of Lockheed's ID commitments including Industrial and Technological Benefits (ITB)/Value Proposition (VP) contractual obligations. Prior to joining Lockheed, Heather was Raytheon Company’s Global Partnering & Offset's Regional Offset Manager for the Americas, where she was responsible for leading Raytheon’s ITB strategy in support of satisfying Raytheon Company's Canadian ITB obligations as well as support for the Businesses offset activities within Latin America. Heather co-founded the Industrial Participation Association of Canada (IPAC) in 2016. IPAC is a non-profit Canadian Association operated by experienced industry offset professionals where membership currently represents over 30 Canadian and International companies including the largest Aerospace and Defense Contractors globally. IPAC seeks a strategic, balanced approach to Canada’s Industrial Participation policy that meets the government’s economic development objectives, allows for flexibility and minimizes cost, risk, and administrative burden for all industry and government stakeholders. Heather was also a senior consultant for her own consulting company, where she worked with Aerospace and Defense companies on the strategic development and management of Canadian Industrial and Regional Benefit (IRB) and global offset programs. Heather's professional experience also includes 15 years with Accenture, where she gained extensive experience in the areas of knowledge management, project management, and change management for various global teams within Accenture as well as with numerous client departments within the Government of Canada.
