Developed and oversaw budgets, managed implementation of expenditures and capital improvements, personnel actions and assignments, as well as management of emergency and disaster preparedness plans. HIGHLIGHTS: Administered multiple projects simultaneously including construction of a new communications center and county-wide consolidation of communications/dispatch (law enforcement, fire, EMS), saving several municipalities $500,000/year. Liaison with other local, state and federal agencies and media spokesperson on high profile issues. HIGHLIGHTS: Reduced budget from $95.1 million to $91.2 million without reducing service levels by consolidating services and eliminating inefficient and outdated contracts. Inherited a large, aging fleet of fire apparatus that was expensive to maintain. Co-designed hybrid, multi-mission fire trucks that modernized the fleet and reduced number of apparatus, saving $450,000+. Closed two fire stations and used one building as an EMS supply center for EMS transport, enabling faster redeployment of ambulances and replenishment of medical supplies to field units. Savings exceeded $600,000 and reduced down-time between calls for service. Initiated Beach Services vehicle fleet changes, resulting in $75,000+ in cost reductions while reducing accidents with more efficient and safer replacement vehicles.

Served as the lead disaster preparedness and response person and personally led teams to hurricane response/recovery operations under stressful conditions for extended periods of time. Coordinated staffing, training, budget, and policy and procedure development in accordance with national accreditation standards. Liaison with federal, state and local law enforcement entities to administer security in accordance with DHS directives for international airports. Conducted vulnerability assessments for sites such as airports, medical center, power plants, and colleges. Coordinated standard security practices with private sector partners. DBIA was the first airport in the state to transition from National Guard checkpoint security to civilian law enforcement security. Completed transition one month ahead of schedule. Worked with airport officials, TSA and contracted vendors to design, develop, and implement an integrated electronic physical security system (CCTV, access control, passenger/baggage screening). Implemented the first narcotics K-9 detection program in the history of the DBIA. Secured training funds from a local vendor, saving $10,000.
