Senior Strategic Planning Performance Analyst
CurrentResponsible for independently performing detailed analyses, improving and resolving performance and/or management issues, reviewing or preparing requests, preparing forecasting reports and evaluating metrics. Assist in the development, adoption and implementation of initiatives supporting countywide strategic planning, continuous process improvement, performance management, and systems change. Assist with developing and implementing departmental business plans, benchmarks, performance metrics and targets for 35+ County departments. Teach departments to utilize and implement root-cause analysis, workflow analysis and systems thinking to improve overall departmental processes and culture. Oversee, monitor, direct and plan/develop the administrative and programmatic operations of six cross-departmental teams and various other cross-functional improvement teams to solve problems. Review projects and programs for reasonableness and feasibility. Enhance and continuously monitor the county's Enterprise Key Performance Indicator (eKPI) database in order to track information for process improvement options. Prepare periodic reports from the eKPI database highlighting departmental performance, efficiency and effectiveness of operation; provide suggestions for improvement. Assure integration of performance measures into departmental budget and forecasting. Publish annual Performance Measures Book and distribute publicly. Provide employee training and development opportunities with HR's Learning & Organizational Development Division, as well as through monthly lunch-and-learn sessions, to ensure performance improvement, increased leadership skills, disparity assessment, diversity and inclusion, employee motivation and engagement, and better integration of systems for process efficiencies among other topics. Provide annual presentation to Board of County Commissioners and county Administration on status of the County's strategic plan and priorities and performance measures.
