Deborah McNulty is a nonprofit executive who guides organizations to grow and succeed with creative strategies, balancing processes, people and systems. She has worked with mayors, boards, CEOs and community leaders in various areas such as arts, collective impact, cultural policy, philanthropy and public-private partnerships.As Director of Cultural Affairs for the City of Houston, Deborah led the implementation of the city's first Cultural Plan. She made arts and cultural investments fairer and more equitable and helped the city recover from disasters like Hurricane Harvey and the COVID-19 crisis, including relief grants for artists, organizations, musicians and venues. Prestigious organizations such as The Phi Beta Kappa Society recognized her efforts, as has the United States Conference of Mayors and Americans for the Arts.Before her position as the City of Houston’s leading cultural advocate, she worked as a Program Officer for Houston Endowment. In this role, she was instrumental in developing funding strategies focusing on arts and culture and human services. Additionally, she played a key role in enhancing access to grants for various organizations and initiatives within these program areas. Earlier in her career, she served as Executive Director of Art League Houston, bringing financial stability and growth, culminating in new facility construction. Preceding that position, Deborah was the Director of Civic Art and Design for the Cultural Arts Council of Houston/Harris County.Deborah established a consulting practice where she helps public sector and nonprofit clients reach new communities, improve governance and become more sustainable and efficient.
