Working closely with Minister of state of the Peace Building & Development of the Eastern Regions for preparation of peace building & development plans of eastern regions

Development of a Comprehensive Plan of Action;Demand Creation for Birth Certificates;Capacity Building of the Actors at national and district level;Information Management system;

Scope of Work•participating national Functional Review Mission to Improve transparency of ministerial activities, resources and structures, propose structural optimizations and develop drafts for key management instruments•Working directly with the MOI to Prepare work plan and strategies for the MOI and District Office counterparts for the implementation of the pilot project, in consultation with the Ministry and the District Council;•Working directly with the MOI to Establish and facilitate coordination among the different stakeholders at the national and district level for the implementation of the agreed work plan during the piloting;•Working directly with the MOI to Provide support and work on day-to-day basis with the Ministry to enhance management and technical capacity of birth registration system staff;•Working directly with the MOI to Provide technical support and facilitate the process of development of birth registration system policies and procedures.•Working directly with the MOI to Provide support to the MOI to develop a national plan of action to establish a functional birth registration system within a comprehensive system of civil registration in collaboration with other relevant ministries and stakeholders; •Working directly with the MOI to Provide technical assistance to MOI to define the detailed workflow, roles and responsibilities of the agencies and officials involved in birth registration and civil registration at all levels from designated civil registrar general to community level, the modalities of cooperation between departments;

Responsibilities:Work closely with MOI and District Office counterparts to develop relevant activity and work plans Coordination activities with different stakeholdersStrengthen the management and technical capacity of ID Card and IT staff Specification of hardware and software for civil registry in Somaliland Assist in the development of ID Card policies and proceduresProvide training activities in public administration topics as neededMonitor the progress of activities, identify problems, and develop solutions Any other duty assigned.B. Ensure Daily IT support to the Ministry of interiorEnsure the reliability of the local communications system: e-mail & Internet. Take regular backups of all local data.Ensure that the virus protection software is installed on all machines & updated regularly. Upgrade systems software as required.Provide first level hardware maintenance & upgrades.Keep an up to date inventory of all IT hardware & software. Maintain the Local Area Network.

Test programs or databases, correct errors and make necessary modifications.Modify existing databases and database management systems or direct programmers and analysts to make changes.Plan, coordinate and implement security measures to safeguard information in computer files against accidental or unauthorized damage, modification or disclosure.Work as part of a project team to coordinate database development and determine project scope and limitations.Write and code logical and physical database descriptions and specify identifiers of database to management system or direct others in coding descriptions.Train users and answer questions.Specify users and user access levels for each segment of database.Approve, schedule, plan, and supervise the installation and testing of new products and improvements to computer systems such as the installation of new databases.Review project requests describing database user needs to estimate time and cost required to accomplish project.Develop standards and guidelines to guide the use and acquisition of software and to protect vulnerable information.

 Coordinate the supportive services department of Land and Urban planning management. Prepare and review operational reports and schedules to ensure accuracy and efficiency. Set goals and deadlines for the department. Acquire, distribute and store supplies. Analyze internal processes, recommend, and implement procedural or policy changes to improve operations, such as supply changes or the disposal of records. Plan, administer and control budgets for contracts, equipment and supplies. Monitor the facility to ensure that it remains safe, secure, and well-maintained. Hire and terminate clerical and administrative personnel. Oversee the maintenance and repair of machinery, equipment, and electrical and mechanical systems. Oversee construction and renovation projects to improve efficiency and to ensure that facilities meet environmental, health, and security standards, and comply with government regulations.

Preparing and deliver lectures to the students on topics such as introduction to Computer, Database Management System (DBMS), Management Information System(MIS) and SPSS Preparing and deliver software Cds and installing Computer Labs Evaluate and grade students' class work, laboratory work, assignments, and papers. Preparing course materials such as syllabi, homework assignments, and handouts. Planning, evaluating, and revising curricula, course content, and course materials and methods of instruction. • Initiate, facilitate, and moderate classroom discussions. • Maintain student attendance records, grades, and other required records. • Keep abreast of developments in the field by reading current literature, talking with colleagues, and participating in professional conferences. • Maintain regularly scheduled office hours to advise and assist students. • Supervise students' laboratory work.Teaching Management of Information System (Degree Final Year students).Database Administration and creating new databases.
