Responsible for over $4B in transportation assets. Implement the core processes of ODOT in an 8-county area, providing leadership to the District's 337 full-time and 42 seasonal employees in Operations, Maintenance, Engineering, Planning, Construction, Business & Human Resources Departments. P&L responsibility for managing an annual budget including $40M in Operating & Maintenance, $50M in Preservation, and $80M in Construction. Work with government officials at all levels, business and property owners, and other citizens using Ohio's transportation infrastructure to find the best way to maintain, improve, and construct new systems that will benefit the region and its stakeholders. Collaborate with representatives of local, state, and federal agencies. Lead strategic planning, short and long-term goal setting, establish performance measures, develop and deploy policy on a districtwide level.

The Highway Management area is the frontline of ODOT, and it encompasses the majority of the activities, employees, and dollars expended for maintenance operations. District 9's Highway Management Department has approximately 240 full-time employees and 42 seasonal employees and is responsible for all maintenance work performed on the approximately 3,790 lane miles of the state highway system across the 8 counties within the district. As Highway Management Administrator I oversee 8 County Garages, an extensive equipment fleet, and an Operating & Maintenance budget of over $30M.

Led a $125M Capital program to bring multiple mills into compliance with BART & BMACT rules. Directed all aspects of Program and Project Management including Engineering, Procurement, and Construction of Major Capital Projects. Led project teams at multiple sites in the design, procurement, construction, installation, and start-up of all systems required to achieve BMACT compliance at each location. Scope of work includes boiler coal to gas conversion, new boiler installation, water treatment systems, new building construction, and natural gas line construction for Combined Heat & Power (CHP) plants.

Responsible for energy efficiency across a multi-site business unit. Created and Implemented an Energy Management System (EMS) to measure energy consumption in each operating area. Improved Energy Intensity by 15% in only 3 years reducing costs by $7MM/year through operating improvements and capital projects. Reduced steam demand, electrical demand, and compressed air usage. Improved efficiency of Combined Heat and Power (CHP) System. Led team to analyze compliance options for Boiler MACT & BART.

Managed the design, analysis, fabrication and installation of projects ranging from $0.5M to $25M. Prepare estimates and commercial offerings for projects including scope, pricing, warranties. Design, Fabricate and Install Main Steam Line and Dryer Instruments supporting Extended Power Uprate (EPU) data collection and analyses for Steam Dryer. Develop Project Work Plans, Instructions and Standards. Manage the preparation of NRC licensing submittals. Purchase and Receive materials and services to support projects. Prepare and manage project cost and revenue budgets and cash flows. Prepare and Manage project schedules including resource loading. Participate in financial planning for P&L center.

Directed and executed capital projects of $400,000 - $40 Million for a $5 Billion per year. multi-national corporation. Led project teams in the evaluation, planning and execution of major capital projects and improvements. Responsible for all aspects of design, budgeting, purchasing, planning, permitting, contracting, construction, installation and start up of equipment, buildings and facilities. Coordinated the accounting, finance, tax, legal, procurement, engineering, environmental, and logistics resources required to successful execute new plant construction and expansions of existing operations. Creates scopes of work, engineering details, P& ID, cost estimates, and time lines for projects. Screened and selected bidders for various phases of capital projects e.g. Construction Managers, Architects/Engineers, General Contractors and Subcontractors, Equipment Suppliers. Consistently delivered projects on time, on budget and with excellent operating results. Successfully installed and started numerous high technology, highly automated manufacturing systems to support or expand plant operations including: PVD vacuum sputter coaters, fiberglass melters, automotive paint lines, emission abatement equipment Provided engineering expertise and support to corporate research and development center and for new product development. Negotiated savings of over $1MM on capital equipment such as turbomolecular pumps and medium frequency power supplies. Led the development, design, testing and roll out of PVD coater equipment resulting in improved operations and capital savings of $1.5 Million. Evaluated capital proposals for business feasibility utilizing discounted cash flow, net present value and other financial methods with the goal of maximizing return on capital and operations profitability. Provided engineering and technical support to both North American and European Coater Groups. Employee of the Year, 2003.

Managed all engineering, capital, maintenance, plant, facilities and equipment aspects of a $100 million start up venture. Led the plant’s day-to-day maintenance to ensure uptime and equipment reliability. Hands on experience with mechanical equipment and systems, electrical distribution, instrumentation and automation. Responsible for capital project needs assessment, scope development, project estimating, profitability analysis and execution. The facility was the unrivaled market leader in product quality and cost. Owner's agent for the design, construction, check out, start up and operational tests of a green field, 220 ton per day recycled pulp mill using experimental technology and equipment in a team based, non-union, environment. Responsible for $7 million capital project, $2 million stores and $5 million annual operating budgets. Negotiated consignment agreements and other supplier contracts that reduced stores inventory requirements by over $1 million. Created and successfully implemented a team based maintenance program centered on operator performed maintenance and repair. Designed and implemented a world class predictive maintenance program including operator inspections, vibration analysis, thermography and tribology.

Provided mechanical engineering and technical expertise to a 600 ton per day premium quality coated paper machine with on line coating and calendaring. Project areas included all aspects of the paper making process. Leader of a team of 18 in both mechanical and electrical disciplines in an evolving team based environment. Responsible for leading this team in maintaining, repairing and revising a high speed, high quality coated paper machine. Instituted improved shutdown planning and scheduling including critical path method and reliability centered maintenance. Implemented a redesign of the craft system to provide direct support to the business units. Initiated the use a computerized system of documenting and tracking routine preventive maintenance to reduce equipment failures and downtime. Developed a computerized work order management and scheduling system using available software assets for no cost. This system design was so successful it was implemented throughout the mill. Provided technical expertise, mechanical engineering, statistical process control and Team Process knowledge to a maintenance support team, which included over 30 craftsmen and tradesmen. Led this group through basic team training and problem solving skills. Facilitated the transition of this group from a traditional to a non-traditional, self-directed, empowered work team.

Led the operation and maintenance of a 1-million lb./hr power plant consisting of 5 boilers burning combinations of 5 different fuels which provided all utilities requirements to a 1,800-ton per day pulp and paper mill and generated 75 MW of electricity. Saved over $250,000 per year in equipment costs in the first three months.  Reduced fuel costs by over 5% through fuel distribution and process improvements. Managed planning and scheduling of work requirements and conducted all outages and annual shutdowns. Performed all boiler and system inspections and hydrostatic testing. Developed, planned and implemented operator training and preventive maintenance programs which improved operating efficiency and equipment uptime. Provided engineering, technical and troubleshooting skills to all areas of the utilities process (Recovery, Power, Electrical, Water Treatment) with a focus on process optimization and efficiency improvements. Served as a resource and trained facilitator to process and operations teams throughout the facility. Assisted in the implementation of Distributed Control and computer systems into process control. Provided process monitoring and tracking for optimization and cost forecasting. Participated in the engineering and start up of a $300 million recovery boiler project.

 Led Marine units though numerous overseas missions including the evacuation of the U.S. Embassy at Monrovia, Liberia during that country's civil war. Directed the daily operation, training, readiness and function of a 900-man unit. Coordinated all scheduling and work requirements. Administered equipment accounts totaling in excess of one million dollars. Managed the distribution and maintenance of the equipment. Designed, implemented and supervised all training and provided for all logistical and support requirements. Designed and carried out a training plan for an anti-tank missile unit which achieved an unprecedented 91.7% first hit success rate. As Platoon Commander led unit through an exhaustive 31-day mountain warfare package with 100% completion rate.

PROPULSION PLANT ENGINEER- Operated a 15,000 Shaft Horsepower Marine Diesel Propulsion plant aboard container ships and steam power plants aboard a variety of supertankers. Responsible for all aspects of daily operation, maintenance and repair of all plant components to include main propulsion engines, boilers, turbines, fuel systems, ship's generators, electrical distribution systems, instrumentation, HV AC, refrigeration, cargo, ballast and pump systems. Extensive training in instrumentation, welding, machining and pipefitting as well as fabrication, design and naval architecture.
