Leads engineers, programmers, and analyst in the development of resilient system architecture that enhances cyber threat intelligence. Develops innovative approaches and partnerships that inform national efforts to maximize the value of classified and unclassified information sharing. “Thought leader” as the Director of Special Initiatives - supporting the development of policy with an eye on linking operations in a converged (circuit to IP-based) environment. Subject matter expertise related to national security emergency preparedness communications, supply chain, identity management, acquisitions, broadband deployment, cyber-risk and IP-based emergency communications. Manages the strategy, and operations of the President's National Security Telecommunications Advisory Committee.

Focused on bridging the gap between industry and federal, state, local government partners to reduce national Communications and IT Sector risk while enhancing continuity of national systems.Responsible for the management of the President's National Security Telecommunication Advisory Committee as the Designated Federal Official. Chair of the Communications Sector Government Coordinating Council under the National Infrastructure Protection Plan. Leads the management and coordination of mechanisms for the protection of communications critical infrastructure and key resources. Chair of the Government Network Security Information Exchange (NSIE). NSIE is a forum for government and industry partners to share confidential information about electronic intrusion and cybersecurity strategies to protect national networks.

Develops and manages the strategy and risk reduction activities for the Communications Sector. Develops relationships with senior government, industry and academic partners to assure government - industry coordination under Homeland Security Presidential Directive - 7.

Mr. Michael Echols joined Booz Allen in March 2008 and supports DHS NCS as a Sr. Homeland Security Advisor. He leaves ICF International’s Homeland and National Security staff after 2 years, bringing with him over 20 years of experience in critical infrastructure, technology and security design to Booz.

A member of the ICF International’s Homeland and National Security staff focusing on critical infrastructure protection. Supported projects with over 18 years of experience in critical infrastructure, technology and security design. Michael has supported the Department of Homeland Security’s (DHS) National Infrastructure Protection Program PMO as a SME for Telecommunications. In addition, Michael works with Federal interagency groups for the design of Communications TCLs (Operable, Interoperable), provides transportation protection expertise, and develops solutions for vexing protection issues of Federal/State/local clients.

Michael's past experience as a researcher at the Homeland Security Institute (HSI), the “think tank” for the DHS, utilized his complement of education, experience and entrepreneurial thinking. At HSI, Michael participated in research that involved biological restoration, vulnerability assessment of the National GPS system, and led a National study on the vulnerability of the nation’s telecommunications system.

Lead Analyst within the office of “Maritime and Land” transportation. Created and developed security solutions to mitigate consequences resulting from terrorism aboard mass transit vehicles. • Developed allocation formula for $250 million in mass transit security grants as well as an oversight plan to monitor and evaluate expenditures. • Worked with Police Chiefs from major mass transit agencies to develop best practice documentation for State and local rail protection. • Designed, and implemented a communications study at the 2004 Super Bowl.o Used smartphones to create interoperability between Federal, State, and local security partners.

Program Manager and member of a five person certification team accepting a $750M program with AT&T to supply and install DWDM systems across their fiber network. Initially a field engineer analyzing customer technical issues upgrading SONET networks.• Negotiated processes and managed milestones for product/service delivery of over 100 sites.• Managed the expansion of a project team that reached 20 members with senior and junior level employees. Matrix managed over 150 people at project capacity. • Worked directly with AT&T’s Program Managers, Directors and Transport Engineers to establish project definition, monitor costs, and analyze service offerings. • Managed the network “testbed” ensuring compliance of testing and acceptance testing standards.
