Lead staff member on data protection and cyber security issues. CGAP (the Consultative Group to Assist the Poor) is a global partnership, housed at the World Bank, whose mission is to increase access to the financial services the poor in developing countries need to improve their lives. Consultant (2016-2017); Senior Advisor (2017-2020).

The PCLOB is an independent agency within the executive branch established by the Implementing Recommendations of the 9/11 Commission Act of 2007. It is a bipartisan, five-member Board whose members are appointed by the President and confirmed by the Senate, with the Chairman serving full time. The PCLOB’s mission is to ensure that the federal government’s efforts to prevent terrorism are balanced with the need to protect privacy and civil liberties.

Financial privacy issues in the Division of Corporation Finance.

Represent major online companies, media firms and consumer product companies regarding compliance with federal and state consumer protection and privacy laws and regulations. Also represent a wide range of financial institutions, including banks, insurance companies, credit card issuers and broker-dealers on credit, financial privacy and other issues.

Advised both the President and the Assistant to the President for Economic Policy, coordinated Administration policies on such issues as privacy, financial institutions and expanding capital investment in under-served areas; advised government agencies on implementation of electronic signature legislation and represented The White House in congressional consideration of “spam” legislation.

Member, Senior Executive Service. Directed activities of Financial Practices Division, including case approval and recommendations to Commission for action; supervised staff of over 35 in law enforcement investigations for compliance with federal credit statutes. Assistant Director (1989-1991); Acting Associate Director (1991-1992); Associate Director (1992-2000). Led the Commission’s efforts to address online privacy, chaired the FTC Advisory Committee on Online Access and Security; moderated public workshops on privacy; negotiated the Network Advertising Initiative self-regulatory principles with major online advertising firms; participating on U.S. team in negotiating with the European Union to develop a privacy safe harbor; represented the U.S. Government on privacy issues at the Organization for Economic Cooperation and Development (OECD).Testified before Congress on numerous legislative proposals relating to credit issues; participated in drafting of financial privacy and Children’s Online Privacy Protection Act (COPPA) regulations.

Taught Evidence and Trial Practice; operated clinical program. Visiting Associate Professor, University of Maryland School of Law (1988-1989).
