The principal purpose is to determine the extent and estimate the repair/replacement costs of damage to personal, real, and business property that resulted from a catastrophe declared a disaster by the President of the United States or the Agency.Consults with the Management on technical matters specific to the declared event and develops Agency policy to address the necessary field procedures including analyzing and making recommendations or decisions concerning production and/or staffing requirements.Verifies cause and extent of damage to residential and business structures. Verifies cause and examines damage to business furnishings, machinery/equipment, and inventories to determine cost of repair and replacement. Analyzes and reviews financial statements to determine the cost of inventory, the value added during various processing phases and depreciation allowances. Determines salvage value and identifies potential replacement sources.Examines personal property to determine cause of damage to each item, eligibility of each item, whether repair or replacement is appropriate, and fair repair/replacement cost of each item. Determines ownership of each item claimed by reviewing documentation such as receipts, insurance records, pictures, corroborating witnesses, etc. When no proof exists, makes a determination as to what is reasonable and necessary for eligibility.Determines pre-disaster condition of all disaster damaged property; Defines scope of repair, restoration and/or replacement to prevent ineligible upgrading. Reviews and interprets damage and estimation reports submitted by other specialists. Determining if damage assessments are complete, accurate and in accordance with established procedures and policies. Routinely functions as a team lead, or point of contact on specific disasters which entails supervising a diverse staff across broad areas of the United States.
