Led Agile development teams in the creation of a custom web-based application for the FDA. Received Exceptional ratings in all CPAR Categories while delivering project goals.• Developed an enterprise application that assists the FDA in removing multiple legacy applications, consolidating data sources, improving data quality, increasing data visibility and oversight, and reducing manual labor costs. • Managed direct changes in project scope and identifies potential issues by continuously coordinating with the FDA customer to prioritize work to ensure that critical mission needs are supported. • Worked with multiple Technical Architects to leverage industry best practices for CI/CD Deployment and DevOps to develop a fully automated cloud-native containerized solution using Kubernetes, Docker, Jenkins, and SonarQube.• Coordinated with FDA to spearhead the first project at FDA to have a fully automated build and deployment pipeline that moves across data centers, to successfully go live with a Kubernetes container-based solution, and to implement integration with Active Directory on Windows containers. • Managed overlapping FFP and T&M/LH contracts to provide custom Development, Modernization, and Enhancements (DME) and Operations & Maintenance support. • Provided Labor Category management and verification activities; monitored manpower utilization; and distributed resources across different contracts as needed to provide the most efficient resource allocation for current priorities.

Manage proposal solutions architecture development. This includes creating innovative DevOps strategies for client projects including Integrated Management reporting, Cloud engineering, CI/CD, and Infrastructure Automation.

Provided the technical and program management leadership for a 75-person initiative supporting the FBI’s Combined DNA Index System (CODIS). I supervised the use of Agile development approaches, including Scrum, LeSS, and Kanban, to iteratively document program requirements, architect systems designs, prototype, develop, test, and deploy new features and enhancements to CODIS. In working with my FBI client, I oversaw seven Task Orders including Firm Fixed Price (FFP), Time and Materials (T&M), and Cost Plus Fixed Fee (CPFF) which were part of a $144MM Indefinite Delivery/Indefinite Quantity (IDIQ) contract. During my tenure at ECS, I organized the transition of the CODIS development environment from customer premise equipment to an AWS platform. A couple of achievements that I would like to highlight:• I expanded ECS’s CODIS program from a single operations and maintenance agreement to a more lucrative development contract focused on building new features. The new Task Orders added $40MM in new business. I escalated recruiting efforts to grow the team size from 25 to 75 resources in 12 months.• I trimmed program costs and optimized project staffing which increased contract profit from a negative 2.5% to a positive 9% in just 12 months. • I championed the implementation of a Continuous Integration and DevOps framework for CODIS development, to include automated builds, testing and deployments. I researched, vetted and led the integration of new software tools to support implementation.
