Program Manager responsibilities included the management of multiple Department of Defense (DoD) and Veteran Affairs (VA) contracts. The DoD contracts support Military Life & Family Policy (MC&FP) and Military OneSource initiatives through an enclave of forty web and software applications. The VA Vision Center of Excellence contract supports the abstraction of eye related data and ontology studies to prevent blindness in veterans. • Responsible for all tasks relating to management of contracts/programs, including utilization management, overall budget and profit percentage goals, recruitment and staffing goals, stakeholder management, contract deliverables and delivery schedules. This includes managing partner relationships and task order modifications. • Responsible for staff management, overall cost and financial success. • As the Project Management Office manager for the MC&FP Information Technology program, oversee a team of Business Analysts who work closely with the development team to coordinate and manage requirements for new web sites and existing web applications. Program uses an agile approach, delivering production releases to the client in 2 week sprint cycles. • As PMO manager for MC&FP, coordinate daily and weekly meetings with stakeholders to mitigate program risks, finalize and update system/program documentation, understand system requirements and provide strategic solutions for program initiatives. • As Project manager for VA programs, responsible for meeting weekly abstraction goals, ensure quality metrics are achieved, deliver weekly and monthly statistical reports, customer service reports and ontology outcomes. • Provide management, monitoring, and reporting on all programs, and report progress and strategic recommendations to executive team.

Supervisor for the Case Management Staff (CMS), working for the Chief Information Officer (CIO), responsible for overseeing all work product outputs and manage the Web Services, End User Management and Application Development teams. The CMS Program supports 36 applications and web platforms for approximately 15,000 field users and 94 United States Attorneys’ Offices. As the program team leader, day-to-day duties included: • Assure all CMS IT projects are managed in accordance with the EOUSA Information Technology Investment and Project Management Framework and the Department of Justice System Development Life Cycle (SDLC).• Directly supported the systems and application software needs of the Executive Office for U.S. Attorneys and the 94 U.S. Attorneys’ Offices, including all user support, operations, and maintenance, as well as the full life cycle of software development. • Built credibility, established rapport, and maintained communication with stakeholders at multiple levels, including those external to the organization.• Responsible for the development and execution of the stakeholder and end-user management communications and training plan.• Oversaw and managed three contracts as a Contracting Officer Representative (COR) (Approximately 35 FTE).• Analyzed, researched, designed and developed new solutions based on the information technology needs of the U.S. Attorneys and the Executive Office.• Responsible for coordinating application training and presenting in front of very large audiences program updates, application updates and new technology. • Directly manage government FTEs, including the development of position descriptions and performance work plans.• Trained facilitator for the Department of Justice Foundations of Leadership Institute, assisting in the development of relationships and individual skills to enhance workforce relationships. • Coached, mentored and lead personnel within a technical team environment.
