Meghan joined Three Oaks Engineering in 2019 as a Senior Environmental Transportation Planner, helping introduce Three Oaks' transit planning services.

Meghan managed the GoTriangle environmental team responsible for preparing environmental documentation for high-capacity transit projects (e.g., light rail, commuter rail, and bus rapid transit) and transit facilities in accordance with the National Environmental Policy Act. She also served as the senior environmental planner on the Durham-Orange Light Rail Transit Project, overseeing the environmental planning efforts for the $2.4 billion-dollar Federal Transit Administration (FTA) New Starts-eligible grant project.

Meghan served as the lead transportation planner on the LYNX Blue Line Extension / Northeast Corridor Light Rail Project providing environmental and transit planning efforts. On this project, her work included: • NEPA environmental planning, documentation, and compliance • Preparation of the Draft and Final EIS• Light rail station design review and transit planning• Regional travel demand model ridership forecast coordination• Management of the Spring 2009 and Spring 2013 origin-destination on-board studies• FTA New Starts Grant reporting.

As the CATS Development Division's Planning Section Transportation Planner, Meghan's work included:• The LYNX Blue Line Light Rail Before and After Study (5309 - New Starts grant reporting requirement)• 2007 Systemwide Origin-Destination Transit Travel Study• Transit network development to support the MPO long-range transportation plan• Metropolitan and statewide planning grants• Categorical exclusions (CE) for CATS capital construction projects (e.g., North Tryon Bus Facility Expansion)• Rezoning, urban, subdivision, and public and private project plan review• Transit planning to support city and state capital infrastructure projects (e.g., CIP, NIP, and TIP).

Meghan provided transit data analysis, bus service planning, bus stop planning, and public engagement support to the CATS Operations Service Development section. Her major accomplishments in this role included:• Developing 5-year transit planning networks for the CATS Countywide Transit Services Plan • Developing the survey instrument and sample plan for the Origin-Destination On-Board Transit Survey• Collecting, analyzing, and validating onboard ridership data for the bus APC Installation Project• Reporting support for the FTA Triennial Review and NTD reports• Drafting CATS' service policies for non-scheduled service• Facilitating and supporting transit rider focus groups and public meetings• Drafting state and federal grants (e.g., CMAQ, JARC, and Fixed Guideway - HOV lanes)• Conducting and supporting trimester transit service changes• Responding to daily public service requests - research, data analysis, and public contact.
