** Planned, monitored, and managed department budget (around $5 million yearly), contracts, and programs including: --> WIA vocational skills training, --> Chinatown One Stop employment services, such as initial skill assessment, counseling, case management, job placement and retention, --> Senior Community Service Employment Program (SCSEP) on-the job training, --> economic self-sufficiency programs and businesses (around1,200 customers) which covers San Francisco, San Mateo, Santa Clara, and Alameda counties. ** Developed department operating policies and procedures, goals and objectives, business development and marketing strategy; ** Oversaw the implementation and outcomes of businesses and programs; ** Prepared and responded to grant proposals (average 4.5 proposals a year); ** Analyzed data, generated reports, and made presentations to the board; ** Supervised and trained staff (25 full-time and part-time staff); ** Evaluated staff performance; ** Processed hiring and firing personnel documents (nearly 300 temporary on-call workers); ** Participated in agency fund-raising events and community programs and services awareness events; ** Coordinated the set-up and grand opening of the Chinatown One Stop Career Link Center, from the location selection to furniture purchases, room configuration, signage wording and design, operating policy and manual writing and implementation, center staff hiring, grand-opening event flyer design and distribution, VIP invitation, event agenda, ribbon cutting, refreshment arrangement, etc…
