As the Regional Director for Resilience Action Partners, Melanie performs day-to-day management of Regional operations on the Community Engagement and Risk Communications contract, involving multiple projects and groups of personnel at multiple locations. She organizes, directs and coordinates the planning and production of Regional contract support activities. She provides technical guidance to the project team in performance of the work and reviews the quality of all Regional work products.

As Deputy Regional Director of Communications for Resilience Action Partners, Melanie provides senior communications counsel, strategic planning, issues management, and message development support for the regional CERC portfolio of work spanning both standard services and over 350 individual Risk MAP projects. Additional portfolio responsibilities include maintaining and promoting the CERC Playbook; identifying, capturing and promoting CERC Best Practices; and defining and collecting potential metrics from the CERC contract overall.

As the Community Engagement & Risk Communication Liaison (CERC-L) in Region 4, Melanie worked with a network of risk communications, issues management, community outreach, partnership building, and engineering experts to tackle one of the nation’s greatest hazards: flooding. Anywhere it can rain it can flood. Flooding is the most common and costly natural disaster in the United States. As a part of this team, she helped communities reduce their vulnerability to flooding, save lives, and protect their financial stability. Among stakeholder audiences reached are Federal officials, State and local officials, community planners, emergency managers, professional groups, businesses, and local residents. Responsibilities included:Led day to day regional strategic communications and outreach operations of a large Federal Emergency Management Agency account;Provided expertise in the development and coordination of localized strategic communications plans and content related to community resiliency;Coordinated and strategized with the Washington, DC based leadership team and FEMA Regional offices on floodplain mapping and community resiliency projects;Researched, developed and managed existing and new partnerships with local influencers; consumer, non-profit, and business organizations; professional organizations;Managed relationships with partners and assisted with the development of locally tailored programs involving campaign assets and promotional extensions;Prepared a variety of written materials including communication plans, partnership agreements, locally tailored outreach tools and materials, and reports; andWorked in collaboration with floodplain managers, topographical mapping engineers, emergency managers, State and local officials.
