· Develop and prepare design plans for municipal construction or maintenance work relating to roads, storm sewers, sanitary sewer and water system, structures, and other Incidental items· Prepare requirements for engineering and legal surveys· Prepare requirements for drafting and work with Draftsperson in the preparation of plans· Prepare cost and quality estimates for proposals and projects· Investigate complaints and enquiries related to design, supplying information directly or referring to the appropriate Department · Liaise with consulting engineers, utility companies, contractors and area Municipalities regarding standards and specifications for approval of drawings for City projects · Prepare information and documentation for statutory approvals · Liaise with Construction Services Section staff, contractors and consultants to ensure that the construction is carried out in accordance with design · Review and prepare applications for approvals from outside agencies (ie. Ministry of the Environment; Ministry of Transportation, etc.) · Negotiate with property owners for the acquisition of necessary easements for the construction of municipal services as needed · Perform field visits of contracts in progress and perform any necessary design changes or alterations to contract drawings · Assist in training and development of junior staff members

Inspect work carried out by private contractors and municipal works forces, and co-ordinate support services on various projects to ensure adherence to plans, specifications and instructions as to quantity and quality control of materials, methods and workmanship.Inspect and perform tests on grading works, paving works, sewer installation, watermain installation, sidewalk construction, structural works and other items incidental to municipal construction projects.Perform checks on the layout, alignment or grade of such works, requiring periodic use of a level.Prepare and maintain up-to-date daily reports of completed work and prepares final project records.Prepare and maintain records of events in daily diaries such as weather conditions, on site equipment, daily progress and other pertinent information.Report variations to supervision from plans or specifications and advise of any infractions.May perform duties on a survey crew for the purpose of establishing lines and elevations for pre-engineering surveys and construction surveys.Perform surveys to establish lines and grades necessary for the construction of roads, sewers, sidewalks, etc.May be required to check summary of weighed materials as well as weigh tickets.Investigate and report on public complaints or enquiries pertaining to construction projects.Stake out and record the location of all connections on connection cards and check that connection will be constructed in a location satisfactory to the owner.Ensure that contractors make changes in work as requested by Section Head.Liaise with numerous contacts outside and within CGS, including survey crew and other field staff on the project.May be involved with the preparation or revision of inspection manuals and related documents.Ensure proper care and maintenance of survey equipment.Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
