Melvin Singleton Jr.First Deputy Commissioner Field OperationsPhiladelphia Police Department I was born and raised in Southwest Philadelphia and graduated from West Philadelphia High School in 1986. I went on to Temple University in 1987, and joined the Air Force Reserves in 1989 where I was part of the 514th Civil Engineering Squadron for 10 years. I hold a Bachelor's Degree in Criminal Justice from St. Joseph’s University and a Master's Degree in Public Safety Management from St. Joseph’s University as well. I joined the Philadelphia Police Department in 1993 and since that time I climbed through the ranks and served in many assignments across the city. I was an Officer in the 19th District in West Philadelphia for 5 years, a Sergeant in the 15th District in Northeast Philadelphia for 1 year, a Sergeant in the 16th District in West Philadelphia for 2 1/2 years, a Lieutenant in the 1st District in South Philadelphia for 2 years, a Lieutenant in the Citywide Narcotics Field Unit for 3 1/2 years and was appointed to the 19th District as Captain on August 1, 2007 and served the community there for 5 years. I am most proud of the work I did while working with the community, which lead to significant crime reductions in the West Philadelphia area. In 2012 I was assigned as the commanding Officer of the Elite Highway Patrol Unit. In 2015 I was promoted to Inspector and assigned to the Narcotics Division where I created enforcement strategies to address the heroin epidemic in sections of Philadelphia. In March 2017 I was promoted to Chief Inspector, the highest civil service rank in the police department, where I serve as the commanding officer of the Homeland Security Bureau. In March of 2020 I was promoted to Deputy Commissioner of Patrol Operations and in June 2020 I was promoted to First Deputy Commissioner of Field Operations, which encompasses the Patrol, Investigations, Intelligence, Homeland Security and Forensic Science Bureaus. I am a no nonsense commander who demands professionalism and accountability from my Officers. I am diligent, driven and committed to improving the quality of life for the good citizens of Philadelphia.
