Sole counsel for the Department of Commerce, researching and writing banking, motor vehicle, and insurance legislation, and approving other law revisions and updated forms; attended legislative committees on approving development plans by government and private contractors. Coordinated with federal agencies regarding various grants awarded to the CNMI. Sole counsel for the Department of Labor, resolving over 120 Department of Labor cases backlogged on the Superior Court’s docket. Represented the Departments of Labor and Commerce before courts and hearing boards. As Consumer Counsel, wrote press releases, provided interviews to members of the press, met with members of the public and addressed their concerns. Also, assisted on legal issues with the Department of Health, including writing successful motions on guardianships and conservatorships.

Counseled clients on misdemeanor and infraction charges in court and in custody. Appeared on record during misdemeanor arraignments and further proceedings. Assisted supervising attorney as second chair during trials. Researched and drafted memorandum of law regarding various criminal law issues.
