Data access and mobility is one in several constraints hindering space agencies and institutions from collaborating in programs. I did the following to address the challenge:1. Oversaw deployment of new satellite data receiving and processing stations that are independent from internet (eStations) to African Union Member States.2. Identified a list of National Space Agencies and Institutions as regional hubs for hosting and distributing satellite data from the Copernicus International Data Hub. This eases data accessibility3. The selected institutions have tested the hub and provided feedback for improvement. Technical Operating Agreement (TOA) is to be finalized between AUC, the institutions and the European Space Agency-ESA.

I led the formulation and implementation of GMES & Africa, a $30M Earth Observation joint Programme between Africa and Europe utilizing Copernicus Data. GMES & Africa has grown to a network of over 120 National and Regional institutions in 45 countries of Africa, led at the Regional level by12 consortia. By design, each consortia consists a private sector and at least one Academia. I established the GMES & Africa Network of Universities with objectives of integrating Academia in Space Application projects to foster capacity development and R&D, through Intensive Research Clouds and data fusion platforms. I established the Virtual Networking Platform with over 80 universities and consortia

I developed a Training Strategy and Training Catalogue to guide Training activities. Trainings are delivered by AUC, Consortia, EU-Joint Research Center (JRC), EU Organization for the Exploitation of Meteorological Satellites (EUMETSAT), European Space Agency (ESA), and others. In 2020, I achieved the following:1. Integrated ICT with EO by introducing Cloud Computing for mining raw data as well as processing Analysis Ready Data (ARD) 2. Delivered Results-oriented Communication training on Earth Observation to 12 communication leads of consortia. 3. Trained 12 Training coordinators from consortia on creating, managing and conducting their courses on the DLP. 4. Further trained 37 trainees from consortia, participating institutions and network of academia on exploitation of DLP. 5. Together with JRC and EUMETSAT, trained 13 trainees from 12 consortia on the Usage of the eStations software to acquire, process and analyze satellite data for applications in environment, targeted to environmental scientists.6. Together with JRC and EUMETSAT, trained over 80 IT System Administrators from 45 African institutions in 29 countries on Maintenance of the eStation. 7. Led the GMES & Africa Consortia to train 600 people on (1) EO Data and Infrastructure, (2) Development of value-added EO services, (3) Applications and use of EO services to improve management of Water, Marine and Natural Resources through evidence-based information.8. Facilitated consortia to host and conduct online trainings on the DLP during the pandemic.9. Awarded over 30 students Masters and PhD scholarships on Earth Observation Applications to support the services delivered by the consortia.10. Piloted the DLP with the GMES & Africa Network of Universities, and consortia.11. Developed a detailed database of all the trainees

I developed and Implemented GMES & Africa Training Catalogue and Training Strategy which prioritizes integration of EO and ICT. Thus, Cloud Computing has become the norm in processing satellite data at least to the level of Analysis Ready Data. I developed and operationalized the Digital Learning Platform (http://gmestraining.africa-union.org/), for online trainings in which the Consortia, African Union, European Commission technical institutions e.g. EUMETSAT, JRC, ESA; deliver courses.

Working with partner institutions to develop a joint Partnership Roadmap to synergize the Earth Observation African Framework for Research, Innovation, Communities and Applications (EO-AFRICA) and GMES & Africa and facilitate an operational African and European R&D hub in EO to mutually benefit African network of institutions.2. Facilitated collaboration with Secure World Foundation and United Nations Office for Outer Space Affairs to conduct capacity building for African Diplomats on emerging issues in space responsibilities and behaviour 3. Stock-taking of EO data receiving stations, and contributing to the establishment of terrestrial connectivities through GEANT, and Copernicus data hub-hub in Africa. 4. Contributed to the feasibility studies for the establishment of Eastern African Space Based Augmentation System module, for aviation and non-aviation users. 5. Together with EGNOS-JPO, I co-led the Regional Workshops on Space Positioning, Navigation & Timing in Africa

1. Participated in Global events organized by UN and promoted the African view on space: (1) “Emerging Issues in Space Law and Policy – Perspectives for African Nations” and (2) 'Capacity Building and technical advisory services to African Countries'. These events addressed policy makers at the level of Ambassadors, and heads of technical missions.2. Coordinated an internal reviewing committee consisting of all relevant corporate support and technical departments to work with the host of African Space Agency to finalize the proposed design of the permanent office of the African Space Agency.3. Prepared technical documents for Baseline Studies on the four Space Segments and the Space Socioeconomic Benefits for the Establishment and Operationalization of the African Space Agency. 4. Initiated discussions with MAXAR group regarding potential collaborations on emerging space technologies such as robotics, artificial intelligence and advanced computing.5. Created Local and International organizing committees and led efforts for the inaugural Africa Space Week made up of National Space Agencies, Private Sector, Regional Economic Communities and other organizations, with a view to foster ownership of space activities by Member States.

Working with the African Union Space Working Group, I established the African Outer Space Programme as a Flagship of the Africa Agenda 2063 to strengthen Africa’s use of outer space technology and applications and to bolster socio-economic development in critical sectors e.g. Environment, Communication, Navigation, Timing, Positioning, etc..1. I played key role to the development of i) The African Space Policy, ii) African Space Strategy, and iii) Statutes of the African Space Agency that were all adopted by the 55 Heads of State and Government of the African countries2. Established the African Space Agency as a continental Agency with mandate to harmonize, Coordinate and Implement continental Space Activities in all the 55 Member States3. I conducted the Technical and Financial implications studies on the establishment of the African Space Agency, for adoption by African Union Heads of State and Government
