As a member of the VicHealth management team, I'm responsible for the ICT and Information management (IM) portfolios. The IT Management part of the role is the usual mix of IT strategy, governance, infrastructure development, ITIL service delivery and supplier/contact management, as the majority of activity is delivered by third parties. There's still a fair amount of project management involved, either hands-on or keeping supplier/contract Project Managers within sight of my preferred PRINCE2 methodology.The Information Management piece is an interesting mix, from formal and structured document and records management (VicHealth is subject to the Public Records Act), through semi-structured library and information management, right to the behaviours aspects and practices of individual and organisational knowledge management. I'm particularly pleased to take on this team, as KM was one of the most enjoyable electives of my recently-completed MBA.Both portfolios have many active projects, so the role is most centrally about effective change management; successful technology projects can only be delivered in the context of engaged people and optimised processes.

 Managed application support across a variety of package and custom-built applications, introduced ITIL Service Management practices. Prepared and gained board approval for 4-year ICT Strategy, defining application and hardware project roadmap for organisation. Migrated 120+ users to Virtual Desktop Infrastructure (VDI), delivering Windows/Office upgrades while retaining and redeploying legacy hardware as thin clients. Upgraded server infrastructure and network fabric to a high-availability VMWare vSphere environment over IBM server and Storage Area Network (SAN), with HP networking hardware.

Defined and managed $1.8M core systems replacement program, comprising 7 projects delivered over 2 years, in an environment of close external scrutiny. Introduced PRINCE2 project and program management processes, and delivered audited benefits within overall milestone tolerances and on budget. Implemented Sitecore Content Management System (CMS) for intranet and high-visibility externally-hosted internet sites, including full redesign, custom development, content migration and multiple subsequent releases.

Performed operational review of a software development company, resulting in restructuring of development and support departments using the IT Infrastructure Library (ITIL) framework, delivering improved management control, enhanced customer support and increased profitability.Created tender documents and sales support materials that supported the acquisition of more than $75M of new business for a major bank, in the corporate and procurement card services sector.Introduced PRINCE2 project and program management structures to a multi-national aerospace supplier. Created an IT strategy for the European businesses of a major fitness equipment manufacturer, resulting in the creation of European IT department and adoption of the strategyIntroduced ecommerce website, Customer Relationship Management (CRM) and Electronic Point of Sale (EPOS) systems, with associated online marketing, to a multi-site niche retailer, resulting in a 110% increase in sales. Outsourced implementation and subsequent service management to a systems integrator.

Created and implemented the IT strategy for a logistics business, which was transforming from an internal service to a 3rd Party Logistics provider, delivering $7.5M pa of internal benefits and access to commercial opportunities in excess of $150M. Undertook solution design and tender preparation resulting in the acquisition of more than 40 new clients.Refocused poorly-regarded project team that subsequently delivered multiple phases of Business Intelligence reporting, so enabling better-informed, rapid and distributed management decision-making. Managed base cost reduction program that decreased IT spend by 14% ($2.1M), achieved through a variety of approaches including contract re-negotiation, server consolidation and conversion of long-term contract staff to permanent employees.Created a Business Strategy Map and Balanced Scorecard for the organisation, enabling change initiatives and performance reporting to be aligned with business goals.

Programme Manager of 11 project teams implementing the post-merger integration of two major retail/rental businesses, delivering in excess of $250M synergy benefits in a highly political environment.Defined and implemented program and project structures, produced program charter, created overall program plan and defined project sequencing, then sponsored production of project definition documents and detailed project plans.Implemented program/project progress tracking processes, reporting on achievements and benefits realisation to main board and program steering committee.

Assumed responsibility for a failing project to deliver a core business initiative, developing a bespoke IBM AS/400 (iSeries) financial application. Introduced new team members and project management processes (using PRINCE2), then delivered objectives to revised timetable ahead of budget, enabling more than $12M pa savings.Restructured team of 21 to introduce Service Delivery function, promoting a customer service culture measured through targeted KPIs and Service Level Agreements with key suppliers.Managed multi-site estate of c. 1,000 Windows desktops, c. 40 servers running Windows Server, using Compaq Insight Manager and HP OpenView.Outsourced desktop & server management, defining requirements and service levels in conjunction with the user community. Produced Invitation to Tender, short-listed, selected supplier and managed transition.
