Matthew focuses his practice on municipal infrastructure, public finance, public-private partnerships and government relations. He acts as legal counsel to a number of local and regional governments throughout New England in connection with the procurement, design, construction, financing and governance of water, wastewater and solid waste utilities, public building and civic projects. In addition, Matthew serves as bond counsel, underwriter’s counsel and trustee counsel in connection with the issuance of tax exempt municipal securities including general and special obligation bonds, certificates of participation, conduit and pooled financings, refundings and private placements. Matthew is uniquely qualified to represent his clients, having advocated the interests of the Commonwealth’s 351 cities and towns at both the state and federal levels of government as a senior lobbyist with the Massachusetts Municipal Association for a decade. Throughout this time, he was active on legislative issues, executive branch decisions, and state-level court cases involving municipal finance, public works, transportation, public utilities, procurement, real estate development, zoning and municipal and regional administration matters.Recognized for his contribution and dedication to municipal law, Matthew was unanimously elected President of the Massachusetts Municipal Lawyers Association (MMLA) for 2022-2023. He previously served as MMLA Vice-President, Member of the MMLA Executive Board since 2015 and chaired MMLA's Legislative Committee since 2010.Besides MMLA, Matthew has been appointed to several committees and task forces including the Massachusetts Legislature’s Special Commission on Public Construction Reform that restructured the state’s public construction and bidding laws, the board of directors for the Design-Build Institute of America’s New England Chapter, the Massachusetts Highway Association Board of Government as legislative counsel and the Governor’s Federal Stimulus Task Force. Matthew routinely speaks on, and authors material relative to, a host of public policy and legal issues drawing upon his extensive experience, including in the areas of public-private partnerships, procurement and construction, municipal and public finance, and open meeting and public records.
