- Assistance to the Project Director of the Trust Fund established to widen the 56km long San José - San Ramón highway.- Coordination of activities required to ensure execution of six preparatory infrastructure projects worth $62 million leading to the main $700 million widening. Main point of contact with execution unit, coordination of preliminary activities including compulsory purchases, relocations, environmental permits and preparation of bidding process documents.- Main engineering support for project financing for initial compulsory purchase short term loan and main construction finance.

- Strategy definition and technical advisory to the Transport Intendant for tariff and quality regulation of transport public services (buses, taxi, train, toll roads, concessions, ports and airports). Coordination with representatives of regulated sectors, ministries and the press. Led the 32-strong team of the Transport Intendancy, including human resources, budget control, internal control, strategic planning, learning, development. Management of acquisitions through the public procurement system (SICOP).- Implemented information/control systems and operating procedures for assignment and supervision of work, as well as data gathering about regulated services. Requirements definition, data collection and improvement and wireframing for various software developments. Eliminated a backlog of 250 administrative complaints, bringing the process up to date. Maintained almost 100% compliance with legal time limits for attention of tariff procedures. Led the analysis and approval of the economic model of the San José – San Ramón road project. Led the implementation of the regulatory accounting project for bus and railroad operators.

- General coordination and definition of strategies for activities related with road infrastructure. Policy definition and progress supervision of institutional planning, project financing, project execution throughout the whole life cycle. Management of strategic relations with international organizations (Inter-American Development Bank – IADB, Central American Bank for Economic Integration – CABEI, United Nations Office for Project Services – UNOPS, etc.), political and professional organizations (Federated College of Engineers and Architects – CFIA, National Laboratory of Materials and Structural Models – LanammeUCR, etc.), other governments, the press and auditors.- Managed the implementation of several investment packages, including achievement of condition precedent for the $450 million Transport Infrastructure Program (PIT) with IADB, which is an acquisition program for execution of infrastructure projects in the road sector. Led the project to achieve membership for Costa Rica in the Construction Sector Transparency (CoST) Initiative, as well as the inclusion of Costa Rica in the IADB MapaInversiones project. Supervised several projects financed through PIT and other financial programs (San José – San Ramón Road Trust Fund, the Program of Strategic Road Infrastructure Projects with CABEI, the Binational Sixaola Bridge, etc.)

- Arup is a multinational consultancy based in London, England, working on project engineering and management, with more than 15000 employees and projects in more than 140 countries.- Structural design, checking, assessment and inspection of bridges, tunnels, underground metro structures and highways infrastructure. Work done at an international level, with projects in the UK, Canada, Portugal, Spain, Singapore and Hong Kong. Level of responsibility included leadership of design teams and project management. This required developing an ability to work closely with highly dispersed teams geographically and adaptability to changing environments, including working to several design standards. Experience in finite element and non-linear analysis, soil-structure interaction, concrete and steel design. Participation in lender's technical advisory projects.

- Hacienda Pinilla is the largest tourist residential project in Costa Rica, with more than 4500 acres and 6 kilometers of ocean front.- Led the production of residential project designs from the Design Department and coordinated the production of infrastructure project designs with external consultants. Responsible for strategic aspects of development of utilities within the project, including the internal road network, as well as interaction with public entities.- Responsible for the design and supervision of all aspects of works for 200 acres of projects for residential development, including 7km of roads and related infrastructure and utilities. Most of these designs were brought to successful completion to a combined cost of more than $20 million.Responsible for strategic aspects of development of utilities within the project, including the internal road network.
