SECRET Security Clearance, Status: ACTIVEDepartment and on-the-record spokesperson for COVID-19 national testing strategy and pandemic response efforts under WH Coronavirus Task Force Members ADM Brett Giroir, MD and U.S. Surgeon General Jerome Adams. • Director overseeing six Federal communicators who play instrumental and critical role in all message development and execution for the challenging message paradigm of the Trump Administration’s COVID-19 national testing strategy and education about the safety, efficacy and distribution of FDA-authorized COVID-19 vaccines.• Throughout the pandemic our team navigated complex topics like prioritizing high risk individuals for testing and early in the pandemic limited testing supply chain, to achievements such as unprecedented deregulatory efforts, massive U.S. investments in point-of-care and at-home tests and countless FDA emergency use authorizations.• This work required on-deadline response to nonstop media inquiries and interview requests from major national print publications such as Associated Press, Washington Post, New York Times, Wall Street Journal, Bloomberg and Politico, as well as booking principals with mainstream television and cable outlets ABC, CBS, NBC, Fox News, MSNBC, and CNN among others.• Our strategy required daily planning and execution of policy and regulatory announcements, development of talking points, press releases, fact sheets, social media content, stakeholder updates and regular engagement with Members of Congress, Governors and other state officials to educate and raise awareness of all aspects affecting the public health response during the COVID-19 pandemic.

- Led coordination of policy announcements for the Office of Intergovernmental and External Affairs (IEA) including communication for legislative, intergovernmental and external stakeholders. - Closely collaborated with external partners to facilitate leadership engagement to further public private partnerships on antimicrobial resistance (AMR) and to further U.S. priorities in the World Economic Forum.

- Liaison for CMS Office of the Administrator and operational components: the Center for Program Integrity, the Medicare-Medicaid Coordination Office, the Office of Minority Health, as well as lead on the opioid epidemic response for CMS.

- Led ALEC-member legislators in developing model policy on all topics related to health and human services (HHS). - Developed educational programming, led recruitment and fundraising, authored publications, hosted public policy briefings and other content to promote the ALEC organizational mission of free markets, limited government and federalism. - Socialized innovative state-based policy models through published work and deliberative external outreach for prescription drug pricing, value-based models of care, the opioid addiction epidemic, reforming the Medicaid, foster care, and SNAP/EBT programs.

Supported the Operations Section within the Incident Command Post for oversight and management of two 1200 bed shelters during the recent surge of unaccompanied children (UC) in Spring, Summer 2014.- Facilitated all census and logistics tracking for unaccompanied children in shelter at the Fort Sill Army Post in Lawton, Oklahoma, and Lackland Air Force Base, San Antonio, Texas.- Oversaw and monitored response data in WebEOC to include, census recording, resource requests and supply inventory.- Managed all Intake and Discharge of UC at the Lackland Air Force Base Shelter Site to include tracking manifests, each child’s personal and health records, and property.- Served as a BCFS IMT member/emergency responder to multiple hurricane evacuations, the Bastrop wildfires, and both 2012 & 2014 child migrant surge shelter responses.

- Led a grant writing team to develop proposals for innovative models of care for federal, state and local jurisdictions to provide community-based and emergency management services to those in need. While serving in this position BCFS experienced over 65 percent success rate in state and federal grant awards.- Led the organization’s management team through a series of planning exercises used in the development of the BCFS 2020 strategic plan.

Facilitated the successful management and coordination of all program development and contract management activities for the $70 million health and human services non-profit. Planned and executed special projects for the President and CEO, including contribution to many initiatives during the 2011 Texas Legislative session, and the emergency response efforts for the Bastrop fires in September 2011.

Collaborated as part of a five-person team that developed campaign strategy, oversaw contracting, and executed key decisions. Delivered projects on time and within budget. Led fundraising, grassroots outreach, public relations, and endorsement efforts. Managed scheduling requests; coordinated donor solicitations, events, interviews, and meetings throughout Texas. Performed research and advised Judge on topics of concern; tracked newspaper and issue-advocacy endorsements. Implemented a $400,000 radio ad campaign targeting law enforcement. ‒ Secured candidate endorsements from 10 major newspapers and 20 statewide advocacy organizations for the 2010 primary. Facilitated endorsement announcements through social media, email, radio advertisement, and web announcement for maximum impact; Justice Guzman won the 2010 GOP primary by 30+ points.

Led a four-person staff and oversaw public relations and strategy consultants; managed Texas Comptroller Susan Combs’ 2010, statewide, re-election campaign. Developed and instituted procedures to fundraise, manage budget, complete scheduling requests, maintain compliance, conduct grassroots outreach, and deliver clear communications. Leveraged social media, blogging, direct email, and website; crafted messages to engage supporters and address topics of interest. ‒ Oversaw a fundraising plan that raised $4.8 million dollars. Orchestrated travel logistics and built schedule of events for travel days for visits to 60 counties in six months, securing $1.4 million.‒ Forecasted travel and operating expenses then implemented plan resulting in significant cost containment.‒ Executed a successful campaign strategy and communication plan focused on fundraising and engaging grassroots opportunities, which resulted in no-race opponent; Susan Combs won 100% of the vote in the GOP primary and 83% in the general election.

Oversaw daily operations of a large staff in two locations; facilitated timely delivery of projects. Participated in developing and executing campaign strategy, coordinating fundraising, scheduling, and media activities for U.S. Senate re-election campaign. Participated in the design and implementation of a comprehensive media campaign, including mail, TV, and radio to reach key constituent groups.‒ Orchestrated logistics and media outreach for Senator Bob Dole’s visits to North Carolina. Raised $12 million throughout the campaign.

Created a strategy to uncover and secure new business by entering into the government sector, including federal, state, county, and city municipalities. ‒ Developed a marketing plan, promoted medical equipment for emergency services, and integrated company into the emergency response network with the state of Texas, U.S. Department of Health and Human Services, and Department of Homeland Security; generated $240,000 in revenue in the first year.‒ Attended industry conferences and summits; met with leaders to foster federal and state relationships and promote product offerings; facilitated the establishment a reputation for delivering excellent service.

Contributed to the coordination of all Independent Expenditure (IE) activities within NRSC for the 2006 election cycle.

Partnered with HHS stakeholders, members of Congress, and the Cabinet to execute special projects. Traveled with the HHS Secretary to seamlessly execute national and international visits; briefed the Secretary on audience demographics, presentation content, and other related matters. Served as a conduit between the Secretary and HHS agency managers to facilitate communication and resolve real-time issues. ‒ Managed a four-day, 20-person international delegation to multiple cities in Vietnam in collaboration with the U.S. Embassy. Planned meetings and public events attended by members of the U.S. Congress, diplomats, HHS Secretary and agency heads. ‒ Arranged a three-day conference on pandemic planning and convening of the states; hosted two governor-appointed representatives from all 50 states. Managed an $800,000 budget and collaborated with a consulting firm to develop materials detailing how to mitigate a potential influenza pandemic.

Recruited volunteers and led all volunteer get-out-the-vote activities for RNC the last month of the 2004 Presidential election.

Orchestrated logistics and secured surrogates to attend events on behalf of the President of the U.S.; maximized attendance and media exposure. Established communication to track, coordinate, and revise schedules of staff. Managed high-level, complex logistical requirements and schedules to plan up to three rallies daily; confirmed site locations and coordinated transportation with 72 hours notice. Obtained access to privately owned jets from political party supporters, which controlled travel expenses.‒ Coordinated swing rallies for former New York City Mayor Rudy Giuliani and former Georgia Democrat Zell Miller; orchestrated visits in Florida, Minnesota, and Ohio, receiving national and local media coverage.

Led ‘rapid response’ press office coordination; tracked sensitive news stories then oversaw and response to news outlets; achieved a 60 percent success rate in placing letters to the editor and editorials.
