I lead IBHS's legal, governance, and public policy functions, helping our organization achieve its mission of delivering top-tier science and translating it into action so we can prevent avoidable suffering, strengthen our homes and businesses, inform the insurance industry, and support thriving communities.

I serve on the Board of Directors for Smart Home America, which has been helping to build stronger, sustainable, and more resilient communities since 2009.

The Office of Critical Infrastructure Protection and Compliance Policy (OCIP) coordinates the Department's efforts to enhance the security and resilience of financial services sector critical infrastructure and reduce operational risk. The office works closely with financial sector companies, industry groups, and government partners to share information about cybersecurity and physical threats and vulnerabilities, encourage the use of baseline protections and best practices, and respond to and recover from significant incidents.Michael leads OCIP's engagement with the insurance sub-sector.

Michael Newman is a Senior Policy Analyst for the Federal Insurance Office, the federal office charged with oversight of and expertise regarding the insurance industry and its regulation. His portfolio includes cyber risk and cybersecurity in the insurance sector; the development of the cyber risk insurance market; representing the United States before the International Association of Insurance Supervisors (IAIS); issues related to natural hazard risk, including the intersection of insurance and mitigation in pre- and post-disaster responses; and, more broadly, the property/casualty insurance market. Michael leads FIO's work on cyber insurance and cybersecurity in the insurance sector. Michael provides analysis on cybersecurity in the insurance sector to colleagues and senior decision makers at Treasury. He has also organized several round table discussions at Treasury on cyber insurance, as well as represented Treasury at public meetings and panel discussions on the topic of cyber insurance. At the IAIS, Michael represents the United States in the Governance Working Group, Insurance Groups Working Group, and Supervisory Materials Review Task Force. Michael serves as the vice-chair of the Governance Working Group. He also participates in the cyber-related initiatives of the IAIS Financial Crime Task Force. Michael also represents Treasury on the Mitigation Framework Leadership Group (MitFLG), an intergovernmental coordinating structure focused on integrating Federal efforts regarding mitigation and creating a national culture shift that embeds risk management and mitigation in all planning, decision making, and development to the extent practicable. He has been integral in the MitFLG's work developing a draft National Mitigation Investment Strategy, an initiative to increase coordination between the public, private, and non-profit sector mitigation and resilience investments.

Michael Newman is a driven commercial litigator known for his thoughtful consideration of clients’ needs and his ability to find intelligent solutions to complex legal problems. With extensive experience counseling clients facing serious allegations such as securities fraud, insider trading, and breach of fiduciary duties, Michael has successfully represented directors, officers, and corporations in a wide variety of complex commercial and corporate governance cases. In addition, Michael has broad experience in complex commercial litigation involving contractual disputes and insurance coverage issues. He has also defended both corporations and individuals facing government investigations.His commitment to justice is distinguished by his pro bono representation, which includes prisoners’ rights cases and the rights of parents seeking to regain custody of their children under the Hague Convention on the Civil Aspects of International Child Abduction.Michael’s dedication to the community in which he lives is demonstrated by his involvement with various nonprofit organizations including Alex’s Lemonade Stand Foundation, where is on the Steering Committee for the Lemon Society of Philadelphia, the Spruce Foundation, and Mighty Writers. In addition, Michael is a graduate of Young Involved Philadelphia’s Board Prep program.
