Successfully led S3 Future Operations transformation from a two person staff into Command and Control conduit for 2nd Theater Signal Brigade (2nd TSB) and Network Enterprise Technology Command (NETCOM) after 5th Signal Command’s (5th SC) was decommissioned in 2017. Independently analyzed, processed, and tracked a relentlessly high volume of NETCOM Operations Orders (OPORDS) to produce thoroughly developed and actionable OPORDs for 2nd TSB Leadership, subordinate Commanders, Regional Cyber Center–Europe (RCC-E), United States Army in Europe (USAREUR), the United States European Command (EUCOM), United States Africa Command (AFRICOM), United States Central Command (CENTCOM), North Atlantic Treaty Organization (NATO), and deployed United States assets. Cultivated professional relationships with subject matter experts (SME), project managers and decision makers within 2nd, RCC-E, USAREUR, NETCOM Tactical Command Post-Europe (TAC-E) to coordinate and establish continuity of current and future projects. Utilized this network to research, identify and document pertinent information and processes, solve procedural problems, and assist development of standard operating procedures (SOP) for inter and intra-agency coordination, regulatory guidance, orders processes, mission analysis, tracking, and reporting. Provided support and corrective guidance to subordinates, peers, and Action Officers concerning mission analysis, Task Management Tool (TMT), SIPR and NIPR OPORD channels utilized by NETCOM, derivative classification, and production OPORDs for Command approval. Provided status updates and briefings to the unit’s leadership concerning future and current operations. Provided operations and procedural recommendations to leadership that would be gradually adopted as the Brigade Operations Branch expanded to include an executive Officer, civilian and military deputies, and a supporting staff four times the original size.

Joint-Base Lewis-Mcchord, Wa, Usa

Served as his unit’s Satellite, Network Operations, and Training Officer for unit of 124 soldiers providing rapidly deployable communications support thru multiple field training exercises, real world and combat operations in Iraq and Syria. Provided technical knowledge his Commander to support his decision-making process. Collaborated with peers, soldiers and Battalion Network Operations Officers to troubleshoot, upgrade platforms, implement and validate varying LAN and WAN network, switching and voice-over-IP (VOIP) configurations of four deployable Command Post Nodes (CPN), two Single Shelter Switches (SSS) and Legacy Line of Sight (LOS) and Satellite communications terminals. Ensured interoperability between commercial-of-the-shelf (COTS), OSI protocols and proprietary equipment and protocols used in secured military networks, radios and telecommunications equipment. Served as the Commander’s Command Post Operations Officer supervising 4 subordinates to provide command and control, 24-hour network monitoring, operator and end-user customer support, reports, and secured and non-secure communication capability. Operated and accounted for a suite of signal communications equipment, support vehicles, and generators valued at 2 million dollars. Utilized the Commanding and Executive Officer’s guidance to plan, execute, track, and provide status briefs of annual training plans for 124 personnel. Orchestrated 100% compliance with 55 theater-specific tasks for 90 personnel in 30 days prior to the unit’s deployment to Iraq. As the Executive Officer’s assistant, he maintained accountability, serviceability, and handled logistical movement of all the command cell’s vehicles, signal and cryptographic communications equipment.

Developed SOPs, subordinates, managed operations, and dispatched maintenance crews as Shift Supervisor of a telecommunications Technical Control Group (TCG) and Field Control Office (FCO) responsible for of over 200 critical circuits conversing both microwave links and fiber connections to 18 locations serving 55,500 military and civilian personnel from all four branches of the US Military across the island of Okinawa. Coordinated maintenance activities, circuit actions, troubleshooting, and inspections with a Defense Information Systems Agency (DISA) Field office. Provided situational awareness to stakeholders, unit leadership, users, various agencies and Commands via daily briefs, reports, and up-to-minute status updates. Utilized spectrum network, electrical, and closed-circuit television (CCTV) monitoring tools to provide 24-hour security, quality assurance and control (QA/QC) during normal operations, multiple typhoons and earthquakes. Analyzed regulatory publications and technical circulars to ensure his origination operated, performed maintenance, and successfully passed annual inspections in accordance with DISA standards. Enforced strict regulatory adherence to the maintenance of detailed master station logs, trouble tickets, and Commanders Critical Information Reports (CCIR). Analyzed and processed Telecommunications Service Requests (TSR) and Telecommunications Service Orders (TSO), to document active and inactive circuits, activate and deactivate circuits, install and uninstall equipment, request and coordinate Authorized Service interruptions (ASI) and provide end user support troubleshooting during service outages. Served as a Command liaison to all elements on the island, Foreign, DISA, Major, Branch and Theater Commands to critical users located across the Indian Ocean, Hawaii, Guam, Mainland Japan, Korea, Philippine Islands and the Pacific Rim of the United States while on duty.

Utilized two AN/GSC-39 Satellite Earth Terminals to connect 55,500 military and civilian personnel stationed in Okinawa to the Defense Information System Network core via Strategic DoD Gateway satellite links to Strategic locations in Japan, Korea, Diego Garcia, Arifjan, Hawaii, Guam, and Camp Roberts, Ca. Analyzed Service Access Requests (SAR) and Service Access Authorizations (SAA), Gateway Access Request (GAR) TSOs, technical manuals, and circulars to configure, coordinate, troubleshoot, monitor, and deactivate over 300 frequency-division multiple access (FDMA) time-division multiple access (TDMA) satellite communications links to ground-mobile forces, and transient naval fleets. Provided reliable secure and non-secure data/voice communications capability, distant-end operator support, and end-user customer support to all four branches of the US Military and their multinational partners. Operated, maintained, and troubleshoot cryptographic key loaders, cryptographic keys, encryption, broadband, baseband, test, switch, modulation, power amplification, HVAC, and support equipment valued at over 50 million dollars. Utilized the organization’s DISA regulated program to train and certify team in operational, troubleshooting, and maintenance procedures required to maintain daily operation and reliability.

Logistical Base Sharana, Sharana, Afghanistan

Acted as TCF NCO for existing facility, and unit liaison while volunteering in the construction of a $15 million DISA certified Strategic Technical Control Facility project. Operated independently to coordinate with the contracted Civilian Project Manager and crew, 165th the Military Project Manager, and his supervisor to provide volunteer manpower, unique training opportunities, and project status updates. Built physical TCF structure; Installed copper grounding ring, man-holes, hand-holes, concrete conduit, outside power and communication cables, HVAC generators; Installed outside critical and non-critical electrical distribution; installed, grounded, terminated and tested inside power distribution; Installed and grounded power supplies and back-up power supplies; Engineered and installed one USC-60 Satellite Terminal; Installed equipment racks, routers, switches, servers, voice, all inside plant copper and fiber cabling; Installed a 1000 user voice switch and cabling; Connected TCF to the base fiber ring for to provide communication support to 5000 end users.

Served as Battle NCO and Shift Leader to establish a new Regional Network Communications Center (RNCC) in Kabul. Served as a Battle Caption to provide command and control, customer support, and global information services to all echelons of DoD, NATO, and ISAF users at 10 different locations in city. Utilized Spectrum Network Monitoring and Remedy Ticket monitoring tools to provide oversight, brief, and resolve over escalated 4000 customer issues, and service interruptions. Coordinated and facilitated routine to complex technical troubleshooting efforts to include an international IT solution for Lieutenant General and his Commander located in the United States. Analyzed Telecommunications Service Orders (TSO) and Service Access Authorizations (SAA) to create a record of critical circuits, links, and tunnels to enhance situational awareness, reporting, and troubleshooting efforts. The RNCC and parent organization utilized his products to provide a higher level of military oversight of government contractors, efficient management of unscheduled outages and Authorized Service Interruptions (ASI), and provide accuracy in Commanders’ Critical information Reports (CCIR).

Installed, operated, maintained, and problem-solved all aspects of a $1.7 million AN/TSC-156B Satellite Terminal to provide Field Commanders secure and non-secure voice and data communications via tactical satellite links to Strategic Earth Terminals. Successfully deployed terminal to Iraq, Afghanistan, and over 10 training, validation, and support missions. Utilized Technical Manuals (TM), diagnostic equipment, attention to detail, operational knowledge, and troubleshooting prowess to ensure rapid and reliable deployment of communications capabilities. Coordinated with distant-end operators, intermediaries, and end-users to promptly resolve service interruptions. Maintained in-depth station logs documenting step-by-step troubleshooting, configuration changes, operating conditions, diagnostics, and interactions with operators and satellite controllers.
