Navel Weapons Test Squadron 30 Nbvc Pt. Mugu, Ca

Currently hold a Key position under contract with the United States Navy. I manage all flight line maintenance and material readiness of 3 different type/model/series aircraft assigned to Naval Weapons Test Squadron Thirty. I'm responsible for 5 maintenance supervisors and over 60 hourly employees. I ensure all safety regulations are complied with utilizing local and federal directives. I'm responsible for coordinating/planning of all major inspections, hi-time component removals and unscheduled maintenance in relation to all flight operations. I Work closely with the Site Manager, VX-30 Operations Officer and government representatives in induction of aircraft into Phase maintenance, major aircraft component removals to ensure no impact to flight schedules or offsite aircraft. I ensure all contract performance marks are met in maintaining high performance marks for PAE. As Manager I oversee over 700 hi-time components, including life support and ordnance are properly tracked and replaced as required. I ensure that all Logs and Records entries are accurate and all special, phase and condition inspections are compiled with on time. I oversee all Naval Technical Directives are complied with and managed in accordance with NAVINST 4790 guidelines. I ensure all personnel assigned to offsite assignments are qualified and manned accordingly. I monitor aircraft transactions thru the use of NALCOMIS OOMA computerized maintenance discrepancy reporting system. I work with Fleet Support Technicians’ for site specific aircraft in interpreting, analyzing and instituting policies, procedures and instructions issued by them. I work closely with Naval Test Wing Pacific personnel during all site inspections. I monitor all NAMP programs and personnel training requirements. I'm qualified as a engine ground Hi-Power turn instructor C-130 and P-3 aircraft and have aircraft release safe for flight authority

Responsible for the overall Quality and Safety of the U.S. Navy's aircraft assigned to VX-30 Test and Evaluation Squadron. Perform audits to ensure compliance with the NAVINST 4790.2, OSHA and NAVAIRINST 3710. Oversee trend analysis to assist in maintaining reliable aircraft and availability. Assist the Naval Test Wing Pacific Fleet Command on all inspections and correct all non-conformities. Ensure all company Quality Assurance Representatives are current in aircraft inspection procedures. Assists the Site Manager in updating all Local Ground and Safety Procedures.

Project Manager for VX-30's Test and Evaluation Squadron’s Contract Field Team (CFT) contract. Responsible for over $7M in funds annually and provide labor materials and maintenance services for US Navy aircraft. Responsible for 8 Managers and Supervisors and 72 hourly employees. Primary responsibility is to administer U.S. Navy contract in accordance with the Performance Work Statement, Defense Contract Management Agency (DCMA) Instruction 8210.1, the COMNAVAIRFORINST 4790.2 Instruction and DFARS 252.228-7001, DFARS 252.228-7002. Work closely with the Administrative Contracting Officer (ACO) for CFT (Wright Patterson AFB, OH) in resolving all contract related matters. Work with VX-30 government/military personnel in implementing and approving local site maintenance procedures required in performing all maintenance, training and quality/safety programs. Oversee the Quality Assurance department ensuring all audits and monitors are performed and discrepancies are corrected in a timely manner. In depth knowledge of the government quality assurance programs and how they are administered. Familiar with all performance metric’s, inspections, audits as they apply to the contract’s Quality Assurance Surveillance Plan (QASP). Currently the Program Manager for all aircraft engine turn-up operators and qualified as the Engine Turn Instructor on U.S. Navy P-3/C-130 aircraft.

Contracted by the U.S. Navy's VX-30 Test and Evaluation Squadron. Managed organizational level maintenance work centers performing unscheduled and scheduled maintenance (3M/PMS) on P-3's and C-130 aircraft, components, engines, ground support equipment and Aviators Life Support Systems. Scheduled all special/phase inspections. Responsible for over 62 employees on 2 shifts, tracking and keeping current all individual qualifications required to perform O-level maintenance. Reviewed aircraft discrepancy books to ensure all downing discrepancies corrected and properly signed for, ensured inspections were complete, and all documents were properly filled out prior to releasing aircraft safe for flight. Tracked and monitored the logistics of low and high priority requisitions to support the maintenance efforts of the department. Researched publications and catalog database to process unusual supply requisitions and logistics. Prepared and submitted daily status reports on mission critical and non mission critical supply status. Ensured all aircraft maintenance was performed per IAW proper Maintenance Manuals and the OPNAVINST 4790.2. Interfaced daily with senior squadron and government contract personnel. Point of contact for the U.S. Navy's AMMT Team during annual compliance inspections. Authorized to release aircraft safe for flight.

Thorough knowledge and utilization of the NALCOMIS computerized maintenance discrepancy reporting system. Release aircraft safe for flight.

Assigned as VX-30's Test and Evaluation Squadron departments contractor Senior Quality Assurance Inspector. Responsible for monitoring operations to prevent the production of defects; verifying adherence to quality plans and requirements; analyzing and investigating adverse quality trends or conditions; and initiating corrective action. Inspected all safety of flight maintenance actions on U.S. Navy P-3 aircraft on all systems. Performed audits within the aircraft maintenance department IAW OPNAV 4790.2 Instructions. Ensured all personnel were compliant with company and local safety instructions. Worked closely with the Aviation Maintenance Management Team during inspections

Troubleshot and maintained aircraft structure, hydraulics, environmental, flight controls, oxygen and landing gear systems on all P-3 aircraft. Test repaired mechanical and electrical components using aircraft maintenance manuals and test equipment. Analyzed and defined aircraft corrosion for prevention and correction. All system CDI and engine turn-up qualified.
