Manages U.S. and Int'l Marine compliance and onboard attendances for over 1500 vessels that transit ports across the globe.Provides extensive environmental guidance for marine operations and assistance to clients with marine biological compliance. Carries out safety and security training to clients internationally and develops training materials on updated polices. Supervised and managed the domestic vessel inspection team at Sector Charleston and ensured U.S. vessel compliance, industry training and environmental awareness. Worked closely with Local, County, State and Federal officials on marine investigations, Environmental crimes, and hurricane contingency planning. Represented the Captain of the Port in dozens of high impact incidents utilizing skills in law enforcement, pollution response, marine safety/navigation, investigation and mariner search and rescue. Managed two hundred plus small passenger vessels, barges, and fishing vessels in Charleston, SC. Supervised 40 enlisted members, 5 warrant officers and various junior officers. • Aided the Captain of the Port with the interagency program “Seahawk” and aided in training port officials on ICS procedures. SECRET security clearance while on active duty. (2004-2007)• Assisted the South Carolina Fisheries on multiple inspections and compliance surveys onboard fishing vessels to review catch, by catch and enforce of marine resource regulations. Resulted in better outreach to the industry on ecosystems, fish stocks, and applicable endangered species.• Developed a good working relations with the U.S. Fish & Wildlife Migratory Bird Conservation to maintain the integrity of the local wetlands and islands that were protected areas in the port.• Supervised six United States Coast Guard Auxiliary vessel inspectors for compliance of all six-pack fishing charters in Charleston, resulting in compliance level jumping to 90% from 10% in less than 6 months.USCG Reserve Duty- July 2007 – 2012 (Inactive 2012-2015)• Supervised the ongoing facility, vessel and shore side inspections for safety and security; enforcing federal and international laws during vessel and facility inspect

Managed, improved and enforced the company safety, environmental and security policies in the Port of Philadelphia. Collaborated with U.S. Coast Guard, E.P.A. and NJ State Fire Marshalls to help coordinate local training onboard tugs and to develop a plan for assistance in case of port emergencies. Conducted Investigations for safety, security, and environmental incidents and composed extensive investigation reports of the findings. Provided daily interpretation on the Federal Regulations to the entire company and acted as a liaison for the USCG to ensure proper communication and document sharing. In addition the company’s MSDS databases were restored, annual safety audit standards were redesigned, develop comprehensive incident reporting procedures developed, and the corrective action forms were reinstated; directly resulting in develop an accurate means of logging marine causalities on tugs.• McAllister Towing of Philadelphia’s safety and security program was completely rejuvenated with my direction, resulting in preparation process for ISO Certification.• Aided NJ state police, and NJ State DEP onboard training and cross training during surveys of the Delaware River. • Developed in depth training for all employees on marine safety, resulting in an effective way to elevate the competencies of the ports captains and to drastically lower safety related injuries,• Personally contributed to bringing the fleet of tugs (75) up to 46 CFR Subchapter “M” regulations. • Developed a good working relationship between McAllister Towing and Federal, State and local government agencies regarding the ports safety and security concerns. Participated in the Area Maritime Security Council.
