Serve as the Lab’s primary point of contact and responsible individual for all contract matters, including institutionally sanctions positions. Lead and/or participate in proposal preparation, contract negotiation, contract administration, and customer contact activities in accordance with Lab policies, contract and legal requirements, and customer specifications. Initiate and/or coordinate contract/funding-related documents in accordance with contract specifications and company policy. Research, analyze, and respond to inquiries regarding contract requirements, advise customers of contractual rights and responsibilities. Apply commercial and FAR based contracting principals. Provide for timely and effective customer communications and develop and maintain positive customer relationships.

Serve as representative of the University and each business unit with respect to all contracts and research grants from federal and state governmental entities, non-profit entities, foreign entities, and for-profit enterprises. Contracts include industry sponsored research agreements, clinical trial agreements, confidentiality/non-disclosure agreements, off-site research agreements, SBIR/STTR Agreements, state/local government agreements, and foreign agreements. Provide pre-award assistance to faculty pursuing contract/grant opportunities with NIH, NSF, NASA, DOD, AFRL, assistance included: interpretation of funding announcement and agency guidelines, budget development, updating supporting documentation, drafting administrative and financial documents, and negotiation of prime award. Provide post-award assistance to faculty who were awarded contracts/grants, assistance includes expenditure approvals, reporting requirement information, project implementation, financial analysis, FAR/DFAR compliance, monthly reports, project expenditures, projections, travel and capital purchases, processing required reports and closeout documents.

Responsible for administrative oversight and management of portfolio consisting of variousFederal, State, City, County, and private contract/grant awards.Develop and negotiate terms and conditions of awards, Conduct pre-bid and pre-proposal meetingsto review scope of work and evaluation criteria; establish compliance, evaluation criteria, andreporting requirements for all awards as required by the Federal Acquisition Regulation (FAR),Code of Federal Regulations (CFR), and the Office of Management and Budget (OMB) circular.Assist in preparation, management, and monitoring of project expenditures, ensure budgetaryintegrity and control by following General Accepted Accounting Principles (GAAP); oversee andmonitor prime contractor and subcontractors to ensure compliance with contract terms andconditions, applicable CFR, and applicable OMB circular.Direct the proposal submittal process for all projects to various Requests for Proposals (RFP),Request for Awards (RFA), Invitation for Bids (IFB), and private contracts/grants.

Responsible for creating statement of work and evaluation criteria for all request for proposals (RFP) and Invitation for bids (IFB); responsible for pre-bid and pre-proposal meetings to present scope of work.Responsible for the preparation of bid package and subsequent advertisement; analyze cost/price elements in contractor proposals; answered all contractor questions regarding the bid process and other compliance issues in the contract; respond to bid and proposal protests; responsible for the research of federal, state, and county regulations, laws and ordinances, to ensure compliance by contractors.Responsible for the evaluation of bids and proposals as to responsiveness and recommending contract award, Implemented structures that enable and enhance tracking, monitoring, due diligence and administration of contracts and processes, Interpret contract provisions to help resolve claims and questions submitted by contractors.
