As the Flight Operations Directorate (FOD) Client Services Lead, I manage 7 civil servant personnel and approximately 20 Contractors. Areas in my branch include software development, system operations, systems integration, information technology management (IT) for the Astronaut office, IT budget, HQ reporting, export control and general IT support. I also co-chair the FOD IT Control Panel (ITCP), this board governs non-mission FOD hardware, software, procurements, and networks.FOD operations and development of non-mission software is hosted in the FOD IT (FIT) environment. While mostly located on-premises the FIT developer eco system is comprised of GitLab, Agency resources such as Azure, APIs, and other cloud dependencies. Our current efforts are moving toward a Kubernetes approach for increased fault tolerance. I manage the business IT budget for FOD which exceeds 4+ million annually. This budget is for any IT items, from NEST hardware to Orion lab development, to ordering a mouse. Our budget is first discussed internally, and then PPBE estimates are submitted. Recently, I served as Acting Chief of the Information Technology Branch (CD2) for 5 months, during this time I supervised 15 civil servants and 80+ contactors. This opportunity provided me with the experience to see the branch at a higher level. My duties included approving WebTads, conducting mid-term evaluations, writing awards, reviewing, and modifying development plans, approving training requests, and succession planning. I also gained insight into the human resources portion of the job while hiring, promoting staff in grade and step increases.

Contracting Officers Technical Representative

As COTR for 2 Government Contracts I acted as a liaison between the Government and the Contractor. Thorough knowledge of NASA program management, contract management, customer relationships, program plans, and policies were essential to this position. My primary duty was to report to the Deputy Center Director bi-annually the health of the contracts and provide a score in which fee was determined. Contracts I managed for the Information Resources Directorate (IRD) totaled 100 million dollars and 300 full-time employees. As COTR I had oversight of 27 technical managers (TMR) and a direct line of contact with contract program management. The TMRs provided technical direction and oversight to the JIMMS and PAMSS contracts and reported surveillance input to myself and the contract monthly. I developed and monitored customer relations management and performance metrics through the TMRs and directly with the customers constantly in order to maintain a healthy contract. I also provided budget and risk analysis to IRD to ensure successful completion of contracts. Being appointed to this position I had the opportunity to manage both people and the direction of JSC technology at a high level. An example of managing direction was overseeing network upgrades, tying in an Internet Protocol TV pilot while upgrading and integrating the Space Station/Space Shuttle downlink applications. As COTR other duties were to provide mentorship to individuals in support of their career goals and plans.
