Work with management and networked partners to break down marketing and operating processes into specific steps or procedures. Design and oversee implementation of specific procedures to help management and staff understand and improve operational processes. My projects are designed to:improve quality, reduce errors and define new revenue or operational opportunities.

Finance Secretary and Executive Secretary of the West Indies Mission, responsible for all accounting, cash flow and daily business operational decisions. Reported to the Mission President. The West Indies Mission included the countries of: Trinidad and Tobago, Barbados,Guyana, Suriname, St. Maarten, St. Martin, St. Lucia, St. Vincent and the French Oversees Departments of Guadeloupe, Martinique and French Guiana. The Mission had 182 proselytizing missionaries, 24 support missionaries, operated in six currencies and three languages.The West Indies Mission was dissolved in July, 2015. The service areas were assigned to the new Barbados Bridgetown and Trinidad Port of Spain Missions.The Trinidad Port of Spain Mission includes the countries of: Suriname, Guyana, Trinidad and Tobago, Aruba, Bonaire and Curacao. The Trinidad Port of Spain Mission has 104 proselytizing missionaries, 14 support missionaries, operates in six currencies and three languages.

Supervise operations, budget and capital improvements for Potable Water, Sanitary Sewer, Storm Water Drainage, Roads, Municipal Facilities Maintenance, Central Garage, Airport, Transit, Planning and Building Departments. Responsible for solid waste and air quality reporting.

Design, construction and operation consultant for community potable, irrigation, storm and waste water systems. Construction project supervision and budget creation. Performed water right research. Rate study generation. Public/Private venture consulting.

Reviewed designs and supervised construction of community infrastructure, including roads, sewer, potable and secondary water systems. Negotiated, researched and processed water right sales and point of diversion transfers. Researched real estate title transactions.

Directed operations and development of a mutual irrigation and potable water company. Implemented development specifications, policy and procedures and computerized billing andaccounting. Negotiated franchise and service agreements. Directed media relations and litigation. Created Water Pro subsidiary.

Performed a variety of professional, administrative and supervisory duties related to planning, organizing, controlling, developing and coordinating the implementation and monitoring of potable water and sanitary sewer district billing and accounting, management information and financial systems.

Supervised the design, coding and support for custom application software for IBM System 36 computers in municipal and commercial settings, including water and wastewater billing systems.
