I also evaluate the effectiveness of safety and security programs to ensure they are relevant to the operations, monitoring compliance with safety and security policies, proactive in addressing any identified safety or security concerns, establishing goals and performance objectives for training and certification programs, establishing benchmarks, implementing modifications and improvements, ensuring compliance with all federal, state, local requirements, allocating available resources, establishing policies and procedures, directing actions of staff members, and developing staff. I am responsible for accident and incident investigations including developing an After-Incident Report/Corrective Action Plan with recommendations to ensure prevention of similar incidents and mitigate risks discovered.

I plan, direct, organize, coordinate, and supervise the activities of the Transit Systems Safety Department. I am responsible for the performance of duties and supervision of staff involved with the identification, evaluation, and mitigation of public and industrial safety risks associated with bus operations, light rail operations, and light rail construction. I also administer the Bus and Rail System Safety Program Plans.My duties also include managing the transit system Emergency Response program. This includes preparing and conducting drills, exercises, and After Action Reports under the Homeland Security Exercise Evaluation Program (HSEEP). I also manage Emergency Management plans such as the Emergency Operations Plan (EOP), Emergency Response Plans (ERP), as well as the Threat and Hazard Identification and Risk Assessment program.

• Perform safety audits, inspections, and testing in the areas of fire/life safety, safety certifications, and transit operations on transit facilities and operating divisions.• Administer, maintain and update the transit system Emergency Operations Plan, designing and leading disaster exercises, training new Emergency Operations Center team members, and serving as the VTA Disaster Preparedness Representative to other public agencies.• Supervise Emergency Response Teams. Providing exercises (i.e. fire drills, simulations of earthquakes, etc.) and handling equipment needs for the teams. Coordinate drills and exercises with local fire departments, emergency medical services, department SWAT and Special Response Teams for bus and rail events.• Lead the Safety Certification process for specific VTA rail system elements, providing final reports to State regulatory agencies. Investigate train and bus incidents and accidents involving the public, contractors, and employees determine the cause and provide solutions and reports as required to regulatory agencies. Coordinate safety compliance reviews and inspections by outside regulatory agencies.
