Led a team of 140 senior military and civilian personnel that functions as a critical organizational component of the Bureau of Naval Personnel (BUPERS) OPNAV N1 (MyNavy HR) Manpower, Personnel, Training and Education (MPT&E) portfolio. Responsible to the Chief of Naval Operations (CNO), Chief of Navy Personnel (CNP), and Fleet enterprises for the total force community management of 346,000 active and 58,000 reserve personnel, which are distributed across 32 Unrestricted Line (URL), Restricted Line (RL), Staff, and Limited Duty Officer/Chief Warrant Officer (LDO/CWO) communities, to include 90+ officer designators, and 90+ enlisted ratings. Oversees the planning and implementation of all active and reserve officer and enlisted accession, promotion, advancement, retention, lateral transfer, and incentive plans to force shape and optimize Navy manpower. Develops accurate, timely and data-driven force modeling, forecasting, community health, and inventory assessments to ensure compliance with Officer Programmed Authorization (OPA) and Enlisted Programmed Authorization (EPA) end strength requirements, in order to facilitate strategic-level options for senior Navy leadership.

The Council on Strategic Workforce Planning provides a forum for experienced practitioners to share innovative strategies and practical ideas that increase their organization’s efforts to make better strategic decisions. Council participation provides access to peer coaching, formal and informal benchmarking, and insights from leading researchers and practitioners. Current council membership includes professionals from Optum, Qualcomm, Advanced Drainage Systems, Verizon, EY, Johnson and Johnson, FedEx, Walmart, MVP Health Care, AbbVie Inc., CSL Behring, Abbott Laboratories, Eaton, Raytheon, Booz Allen Hamilton, and U.S. Navy.

Designated lead of U.S. Navy’s Performance Evaluation Transformation and Talent Management (PET/TM) initiative. Guided coordinated effort aimed at the complete transformative overhaul of Navy’s present 25-year old officer and enlisted performance evaluation system. Responsible for the overall management, orchestration, and harmonization of 9 chartered PET/TM working groups. Deftly synchronized multiple complex requirements, and crafted an integrated master schedule and perform-to-plan target condition tracker that portrayed the lines of effort, milestones, pacing items, barriers and interdependencies for key leader decision points. Effectively chartered the MyNavy Coaching working group consisting of 120+ diverse stakeholders and subject matter experts from the Fleet, MyNavy HR enterprise, science, academia, and industry, with the task to operationalize the MyNavy Coaching concept of operations, ensuring the implementation of MyNavy Coaching across the Navy. Actively supported the Navy Chief Learning Officer’s plan for the implementation of Learning as a desired warfighting trait into the Navy’s existing and future performance evaluation systems.

Responsible for manning, training, and equipping 7 squadrons in preparation of U.S. Navy operational deployments on aircraft carriers and surface combatants. Accountable for the readiness, management and oversight of over $4B in material assets, and a $90M annual operating budget. Served as Deputy Wing Commander from September 2015 to May 2017.

Led an organization comprised of 350 personnel, 14 aircraft and 8 SH-60B LAMPS MkIII detachments in support of Carrier Strike Group, Expeditionary Strike Group, and independent surface combatant deployments in the 4th, 5th, and 6th Fleet areas of responsibility. Oversaw the HSM community's very first transition of an SH-60B Expeditionary squadron to an MH-60R Expeditionary squadron.
