Supporting federal clients across the federal government, I was responsible for directing and establishing best practices in managing information system security risks in complex, interrelated networks with links to external or dispersed organizations. This included conducting analysis of IT systems to determine current Information Assurance (IA) posture, providing in-depth technical support on analysis and evaluation of security requirements, leading system security Certification and Accreditation (C&A) activities to include threat assessments, vulnerability assessments, security plan development, security assessments, risk analyses, and certification reports in accordance with OMB, FISMA and NIST information security policies and procedures and implementing continuous monitoring of required security controls in accordance with NIST SP 800-37 and 800-53 on General Support Systems (GSS), Middleware and Major Applications. This included managing the overall GRC process from the implementation of security controls, risk analysis, and mitigation recommendations documented by Security Test & Assessment (ST&A) plans, Security Requirements Traceability Matrix (SRTM) systems, and Security Assessment Reports (SAR).I reorganized a key security control assessment team from vertical work division to horizontal task division. Through this process realignment I was able to maximize the contributions of each team member by accentuating each staff member’s strength while mitigating weaknesses, thus raising the independent verification and validation scores of all assessments by 30%. Additionally, after identifying an enterprise-wide information security management process flaw, I lobbied executive management to raise awareness and authored the white paper, “Security Management Blackhole between Boundaries in Service Oriented Enterprise Architectures.” This resulted in process improvement and the institution of an enterprise-wide task force to manage the flaw.

After personally investing in waterfront property in the vicinity of the national capital, as I searched for builders to help me develop my land I identified a massive underserved market niche. To exploit this niche, I devised a differentiation/value business model to normalize the variances in utilizing custom home plans through information technology so that I could develop entire communities without ever repeating the same design and doing so at a modest premium. From inception to maturity I acted as director, decision maker, leader, manager executor, and the face of the company to the press and the rest of the outside world, as well as subordinate management and employees. Developed business model to capture a leading position in the Washington Metropolitan region, garnering recognition and multiple awards from the Building Industry Association for excellence. Direct all strategy, objectives, and operations of the corporation, responsible for governance and risk management, legal regulation compliance, capital planning, project selection, and developing external relationships and resources.• Founded Emerge Homes, Inc., raised financing and engineering the development of business infrastructure for Emerge, designed model home, and developed operational policies.• In less than 5 years and with very little working capital, initially $50,000, the business dominated its local market by year 3 and by year 5 it was valued at $47 million by a NASD investment bank winning several Building Industry Association awards in the process.• Designed many of the homes built (see "Construction Portfolio") and directly managed architectural, mechanical, and civil engineering.• Developed custom information systems to market, manage supply chain and product delivery, and secure intellectual resources of the organization.

From the end of 1996 through the middle of 1998, I was a key project manager for the enterprise-wide distributed computing infrastructure deployment, software modernization, and desktop application development initiative at the multi-national Watchtower corporation. This desktop modernization project involved a multimillion-dollar budget, affected every department in the enterprise, and utterly changed nearly all business processes. The project was a total success raising the productivity of nearly 3000 users and saving the organization millions of dollars.1998-2000 I led a migration team for the multimillion-dollar implementation of the SAP r3 enterprise resource planning system at Watchtower. My focus was on the database mapping of dozens of custom stand alone business process applications to the global services afforded by the SAP platform. I also trained my team for the typing, staging, and transferring of millions of records of information to the new system and I worked with developers to developers to customize the system to specific enterprise needs.

My first business, this medical staffing company provided nurses, medical assistants, and X-Ray techs to hospitals, private medical practices, and managed care facilities throughout the Mid-Atlantic region. After a period of extremely rapid growth, the company was sold to a private investment group.
