Test fixed, mobile, and transportable HEMP (High-Altitude Electromagnetic Pulse) hardened facilities and enclosures for compliance with MIL-STD-188-125-1/2 or IEEE/ANSI C62.41 and IEEE 299 standards. Testing includes shield effectiveness and hardening of power circuits, communications circuits and antenna wave guides and cables. Responsibilities include designing test plans, planning test events, supervising test teams, analyzing test date and preparing test reports for our customers. Managed electromagnetic spectrum, satellite communications resources and communications security for the NORAD and USNORTHCOM theater. Planned and executed cyber operations in coordination with DHS, DOE, FBI and other federal, state and local entities in support of NORAD and USNORTHCOM operations and to protect critical U.S. infrastructure.

Deployed with V Corps as Multinational Corps-Iraq in 2006. Responsible for operations and maintenance of communications and computer systems at Camp Victory, Iraq, in addition to planning support for tactical operations.

Planned and executed communications and computer operations for all of U.S. Army Europe (USAREUR) both at the base level and for tactical missions. Ran computer network defense for all USAREUR networks. Managed training programs for 5th Signal to include overseeing mandatory skills qualification training. Responsible for force protection readiness of all 5th Signal facilities within the USAREUR theater.

Managed the tactical communications and computer network to include network defense. Responsible for developing and implementing techniques and procedures for operating in a digital networked environment as part of the Force 21/Digital Division effort.

Battalion commander and DOIM for Ft Hood, TX. Provided all communications and computer support for all of Ft Hood and the organizations stationed there to include inside and outside telephone plant, IP computer network (NIPR), video teleconferencing, spectrum management, records and forms management, and Freedom Of Information Act (FOIA) program management. Responsible for supporting unit training, deployments and predeployment operations as they occurred. Directly managed and $20 million annual budget.
