Provides daily direction to their Product Manufacturing Team(s), and facilitates Quality and Manufacturing requirements to meet desired objectives. Ensures that the Product Manufacturing Team achieves objectives for scheduling, engineering, quality, and cost control; provides performance status to program management. Obtains resource commitments to support capacity schedules from functional departments. Coordinates labor and material cost estimates associated with out of scope activities and future work with Proposal personnel. Coordinates and leads meetings as required to plan, communicate, and drive execution of all aspects of assigned products/projects. Maintains knowledge of customer needs, objectives, and expectations as provided by the Program Director. Supports continuous improvement initiatives to improve profitability on assigned product lines.

Provides effective management, scheduling, and resource allocation with focus on the basic theories and principles of U-2 systems design, specifications development techniques with a widespread understanding of acquisition and maintenance requirements involved in logistical support. Provides Integrated Logistics Support (ILS) planning, development, and execution support sufficient to coordinate and integrate functions into a total, well structured, and viable program. Coordinates with ACC and ALC commands to maintain the U-2 aircraft system life cycle concepts and design as applied to system research, development, and acquisition. Serves as group focal point to plan, analyze, and coordinate U-2 system acquisitions and transfer them into operational use. Identifies and correlates specific requirements for money, manpower, materiel, facilities, and services required to support the U-2 reconnaissance system. Develops and analyze data to determine logistic objectives and goals. Identified support requirements (including funding, contract development, and other related technical support requirements). Establishes relationships between the functional agencies involved in deploying the weapon system. Serve as technical advisor for logistic issues supporting weapons system management and system integration on high altitude surveillance and reconnaissance aircraft. Develop, maintain and update databases designed to track location, status, and operational capability of sensors and data links assigned to 9RW and deployed worldwide.

Managed $114M dollar aerospace and defense programs that included the Raytheon Miniature Air Launched Decoy, United States Air Force System Aerial Target Drone System, and multi-systems aerospace composite material component lines. Developed strategic program management plans for each assigned contract ensuring program/project team achieved product contractual requirement for compliance, scheduling, engineering, and quality. Responsible for project budget preparation and control of current and future cost performance measures. Maintained knowledge of customer needs, objectives, and expectations to support current and future business activities. Assessed and developed risk management and mitigation plans in response to customer’s satisfaction requirements.

Provided sophisticated UAV, UAS and C4ISR systems integration support to the national and international marketplace. Conducted in-depth analysis, strategic planning and international marketing strategies required to leverage the development of new and emerging UAS technologies. Managed tasks such as inspection and airworthiness evaluations for experimental and production aircraft and created detailed assessment reports.

Developed and delivered the United States Marine Corp Warfighter Lab $6.7M Militarized Unmanned Spy Hawk Tier II Air/Ground System and NASA ACTD Global Hawk acquisition study. Implemented Program Management Plan to include subcontractor management, data management, and contract deliverables. Directed Test and Evaluation and Maintenance activities to meet acceptance test specifications that included testing, production and preparation of associated documentation, technical training, and Contractor Logistic Support. Successfully transferred RQ-4 (Global Hawk) ACTD air vehicles and assets from USAF to NASA: Examined doctrine, operational concepts, system performance, procedures, training and logistical/material issues and spearheaded team responsible for evaluating, conceptualizing, and delivering low cost alternatives for the NASA program.

Planned, organized, and directed ISR airborne and ground operational, test and evaluations associated with the U-2S and RQ-4 (Global Hawk) ISR systems, ensuring compliance with legal and regulatory requirements. Established, developed, and maintained effective working relationships with key customers within ACC, AFMC, 53d and 9th WG for all U-2S and RQ-4 air and ground system test efforts. Provided assistance planning, organizing, directing, inspecting, and evaluating operational and logistics activities in transitioning activities in support of fielded systems to USAF global warfare activities. Directed test teams and assigned responsibilities to ensure the accomplishment of planning, execution, and reporting. Participated in and provided integrated support for design reviews, Test Plan Working Groups and other assessment planning activities. Maintained knowledge and technical understanding of a wide diversity of test and engineering disciplines including aeronautical, electrical, mechanical and measurements. Utilized knowledge of existing highly structured government programs, related special documentation requirements, and management procedures to establish unique and peculiar procedures for the systems under test.
