Michael Chancey Email and Phone Number
I’m a well rounded Emergency Manager with over two decades of EM experience conducting and leading activities such as; planning, organizing, exercising, training, evaluating, emergency response and preparedness functions for military installations. This closely mirrors roles and duties of EM Directors for small counties with populations between 3000-14,000 members and regional airports. I have hands-on experience managing real-world incidents primarily as an EOC Manager, but also an Incident Management Team Planning Section Chief and Liaison Officer on various incident types such as; wildland fires, hurricanes, flooding, winter storms, aircraft crashes, spacecraft launches, power outages, missile attacks, Covid-19, HAZMAT incidents, nuclear weapons transportation, and active shooter situations. I have a Bachelors Degree in Emergency and Disaster Management, I am certified as; Colorado Certified Emergency Manager (CO-CEM), U.S. Air Force Certified Emergency Manager, (AFCEM), U.S. Air Force Certified All-Hazards Responder (AFCAHR) and a Hazardous Materials Technician (HAZMAT Tech). I also have an active DOD Top Secret Clearance with SCI eligibility. I am a CBRN subject matter expert with experience in Research & Development of CBRN equipment, CBRN modeling software and countless hours as a CBRN Instructor and IG Inspector. I have developed and conducted installation wartime readiness exercises and inspections across the USA, Middle East and in Europe, and I helped to develop the first Nuclear Accident Incident Agreement between Turkey and the USA. In 2024, I retired as a Senior Master Sergeant from Active Duty at Buckley Space Force Base, CO, where I advised installation leaders on Nuclear Command, Control, Communication (NC3) Mission Endurability and Survivability, in addition to the traditional DOD Installation Emergency Manager roles. I also served as the Senior US Space Force (USSF) Enlisted Emergency Manager advising HQ Air Force on USSF unique EM requirements. After my military retirement, I completed a DoD SkillBridge Internship with FEMA Region 8 in the Response Division, Field Operations Directorate (FOD), where I helped facilitate and monitor regional incident workforce readiness, and supported the regional implementation of the FEMA Qualification System (FQS).In July 2024, I joined the team at Xcel Energy as a Senior Emergency Management Consultant and am excited to learn more about the Energy Sector and apply my skillset to help make Xcel Energy and the communities they serve more resilient to disasters.
