• Outside Plant design and development of equipment installation, modifications, upgrades, and construction activities for the region.• Conduct job costing activities and pricing out job components. Create and submit proposals to clients for Engineering work performed by Utilities Design Department of Colliers Engineering & Design.• Assist in the planning, analysis, and recommendations in support of new construction of outside plant network structures and facilities. Included, but not limited to Fiber to the home, Fiber to the curb and Hybrid Fiber Coax technology.• Oversee permitting with the state, local and federal agencies.• Demonstrate understanding of applicable building codes, design codes (NEC, NESC, etc.) and apply to OSP design. • Review jurisdiction documentation and field data to determine design within Right-Of-Way (i.e., wetlands, floodplains, highlands, pinelands, CAFRA, etc.) • Exhibit understanding of Telecom, Fiber - Outside Plant (OSP) design (FTTX, MDU, wiring diagrams, splicing schematics, equipment types, etc.) and design FTTX network Proficient in OSP route designs and simple modification designs. • Design/Draft Construction Drawings with minimal guidance. • Supervise and review production of specialty drawings (i.e., Utility Company submittals, Railroads, Interstate crossings, landmark designs, etc.) • Determine efficient and cost-effective path (aerial vs. underground) and construction methods (Bore, Plow, Trench, Micro-trench) for fiber optic cable.

• Outside plant construction Coordinating/Management.• Responsible for project managing multiple, complex, large fiber for Small and Medium Businesses and enterprise construction projects including validating current plan design based on company records, and gathering relevant information regarding scope of work and costs related to lager interconnect fiber builds and splicing documentation and coordination.• Coordinate with engineers and developers in designing the plant by performing site surveys of as-built and proposed projects.• Complete field walkouts designing new/replacement or forced re-locates of cable/fiber plant to include Cell Tower Backhaul and services to all Commercial Businesses.• Complete Bill of Materials, cost estimates and develop purchase orders.• Coordinate the construction activity with the contractor, ensuring all National Electric Code (NEC) construction specifications, and Occupational Safety and Health Administration (OSHA) guidelines are adhered to.• Work closely with DOT and City Permitting to ensure proper permits are acquired before construction begins.• Adhere to industry specific local, state, and federal regulations, as applicable• Prepares and completes any necessary daily weekly/monthly and field operation data/reports.• Monitor actual material and labor spending against Project Authorizations and ensure accuracy of and approval of contractor invoices.• Well versed in Contract Management Software to include PRISM, Salesforce, Ariba, DOCK, Bentley Maps, Google Earth, GIS maps, for creating, tracking, uploading documents, maps, designs, invoicing from beginning to end.• Develop and maintain positive working relationships with vendors, contractors, utility companies and public officials.

• Manage all installation, service and line activities including overseeing all employees and projects in the Wilmington/Fayetteville Markets Coastal North Carolina ensuring that the work is handled expeditiously and with TWC specifications.• Handle customer complaints in a timely manner with a priority of raising levels of customer satisfaction.• Responsibility for the quality of work, process, adherence, escalations, tools deployment and coaching/mentoring of Technicians.• Analyze Daily/Weekly metric reports to isolate areas of weakness or lending/lagging indicators of performance or cost risk.• Responsible for invoice processing through proper channels.• Provide guidance and direction to staff including hiring, disciplinary action, staff development, goal formulation and keep resources consistently available.

• Supervise well established communications contractors with 60+ employees subcontracting Installations for Residential, Commercial and Drop buries for Time Warner Cable in the Wilmington, Jacksonville, Newport and Elizabeth City Markets.• Supervise In house Quality Control Department with 4 full time QA technicians performing QC’s for the Coastal Market to include Wilmington, Newport, and Jacksonville to ensure that contract companies adhere to quality control standards as outlined in Installation Contract.• Communicate closely with the finance department to ensure accurate invoicing from vendors.• Additional duty as a Technical Operations Representative for a project for regionalization and site merger for the North and South Carolina billing system.
