Over 33 years policing experience in urban and rural settings. Vast majority spent as a detective. Highly motivated and effective in leading and developing teams. Huge experience in developing plans and strategies to combat and reduce crime thus helping to make communities safer.Worked in the planning for major events from Queen Elizabeth to President Obama in 2011 to Chinese vice–premier and Joe Biden in Mayo in 2015 and 2016 and Prince Charles to Harolds Cross Hospice in 2018.Highly experience in leading complex investigations. Qualified as a Senior Investigating Officer (SIO) in 2007 and spent seven years leading major investigations such as murders, sexual offences, missing people investigations and targeting OCGs involved in drug dealing, THB, people smuggling and burglary / theft gangs. I worked extensively with Europol tacking Mobile Organised Crime Gangs (MOCGs) who travel extensively across the EU committing thefts at events and festivals. Working in my present role in GNECB since 2019 where I lead major investigations and help develop national and international strategies to combat cyber-enabled frauds. I implemented a countrywide strategy of using Gangland Legislation to target these OCGs, which resulted in successful prosecutions and convictions. I work with Interpol, Europol and Eurojust to develop and expand these experiences and strategies worldwide thus striving to improving the Policing responses to transnational crime. I have attended Joint Investigating Team (JIT) implementation training with the Academy of European Law, CEPOL in Trier, Germany in April 2022, and I am experienced in their practical use and evaluation, as I am presently the Irish JIT leader on one complex and demanding investigation. I established internal offices within GNECB to liaise and take reports of fraud from the banking and insurance industry. I established the fraud prevention and disruption office within GNECB and led out many media campaigns advising the public of how to avoid becoming a victim of cyber enabled fraud.I have attended at and presented at Policing and Law enforcement conferences across the World in locations including China, Singapore, Madrid, Helsinki, Ghent, Spain, London, Rome, Berlin and The Hague.I strongly believe that cyber enabled and International Law Enforcement working collaboratively, sharing information and intelligence and learning from each other’s tradecraft and experiences can only tackle transnational crime. There are no borders in cyberspace.
