Leads the U.S. Government agency process that manages annual trade with these countries totaling in excess of US$150 billion. He manages numerous issues -- including intellectual property rights and tax policies -- relating to the continuing viability of multi-billion dollar investments by U.S firms in the region. Leads U.S. efforts to increase scope for U.S. direct investment in key Indian market sectors such as retail and insurance. Is responsible for overseeing the accession of several regional countries to the World Trade Organization (WTO). Expert on adjudication of worker rights, intellectual property, and other issues under the U.S. Generalized System of Preferences (GSP) program. Extensively engages in commercial advocacy for several multi-billion dollar prospective procurements, including military hardware and systems, commercial aircraft, and capital/infrastructure equipment. Is a prime architect for U.S. post-2014 engagement strategy with Afghanistan. Plays a lead role in transforming U.S.-India economic relations as we seek to leverage new opportunities in India under the reformist Modi/BJP led government. Chief architect of the U.S.-Sri Lanka Joint Action Plan to Increase External Trade and Investment, a key component of U.S. efforts to support the new Sri Lankan government as it implements enhanced human rights, democracy, and national reconciliation. Plays a lead role in the development of the U.S. Northern Distribution Network/New Silk Road initiative, which engages the several Central Asian countries in U.S. stabilization and economic development efforts in Afghanistan and Pakistan.

Equipped with native language skills and other qualifications, was appointed Political Adviser to NATO's Regional Command- South, headquartered at Kandahar Airfield, Afghanistan. Servesd as Chief Adviser to UK RC-S Commander, providing twice daily briefings to COM and HQ staff on the NATO campaign in southern Afghanistan. As part of Command HQ staff, conceived and assisted in the implementation of dozens of deliberate kinetic operations across the RC-S Area of Operational responsibility, i.e., provinces of Kandahar, Helmand, Uruzgan, Dae Kundi, and Zabul. Responsible for overseeing operations of the several Provincial Reconstruction Teams located within RC-S. Responsible for relations with Pashtun tribal leaders, organized and led hundreds of shuras with tribal leaders as part of shaping operations for subsequent kinetic operations. Responsible for investigation of civilian casualty incidents and follow-up actions. Worked with U.S. Special Forces Commander in southern Afghanistan, providing expert briefings and intel on tribal dynamics, Taliban activities, etc. Coordinated RC-S operations with the many private civilian and government reconstruction and development agencies operating in southern Afghanistan. Was chief RC-S liaison with Afghan provincial and local government officials. Provided weekly campaign updates to senior U.S. State and Defense Department officials; these reports were widely regarded as the most authoritative available on the war in southern Afghanistan.

Bangkok, Thailand

Responsible for overseeing the full range of trade policy issues affecting U.S. commerce with Thailand. Was appointed to this position at the specific request of the U.S. Trade Representative. Worked with inter-agency U.S. Government team in devising and launching U.S.-Thailand Free Trade Agreement (FTA) negotiations. Provided analytical reporting which formed the basis for the broad strategic approach of the U.S. in the FTA talks. Maintained close working relationship with leading Thai Government officials and business leaders. As part of the FTA process, conceived and implemented a comprehensive public diplomacy campaign in Thailand, advocating for the FTA; this effort entailed giving numerous speeches and media interviews across Thailand. Served as Permanent Representative of the U.S. Mission to the United Nations Economic and Social Commission for Asia-Pacific. Served as the Ambassador's chief advisor on U.S.-Thailand economic issues, including intellectual property rights, import safeguards actions, and enforcement of the Foreign Corrupt Practices Act.
