Michael Delaney has over 40 years of international trade policy and commercial advocacy experience involving most major trade and investment markets on all continents, including nine years as the senior U.S. Government official serving at the nexus of trade policy, business, and the political dynamics of international commerce in the South and Central Asia region and Iraq/Kurdistan. He is a senior executive with broad international experience in government relations, market access, and crafting of profitable, sustainable business models for a broad range of international markets and conditions. In his work he has extensive interaction with Congress on both trade policy and trade related investment policy affecting Central and South Asian economies as well as Iraq. Michael possesses highly developed negotiating skills; an ability to find solutions to complex problems and act decisively; strong leadership, organizational, and teamwork proficiency; award winning analytical and writing talents; proven cross cultural and adaptive abilities; and considerable media experience, especially television and presentation of speeches, testimony, and briefings before government and business leaders on trade and commercial issues. A Senior Foreign Service officer, he is trained and fluent in several languages. Extensively engages in commercial advocacy for several multi-billion dollar prospective procurements, including military hardware and systems, commercial aircraft, and capital/infrastructure equipment. Servesd as Chief Adviser to UK RC-S Commander, providing twice daily briefings to COM and HQ staff on the NATO campaign in southern Afghanistan. As part of Command HQ staff, conceived and assisted in the implementation of dozens of deliberate kinetic operations across the RC-S Area of Operational responsibility, i.e., provinces of Kandahar, Helmand, Uruzgan, Dae Kundi, and Zabul. Responsible for overseeing operations of the several Provincial Reconstruction Teams located within RC-S. Responsible for relations with Pashtun tribal leaders, organized and led hundreds of shuras with tribal leaders as part of shaping operations for subsequent kinetic operations. Responsible for investigation of civilian casualty incidents and follow-up actions. Worked with U.S. Special Forces Commander in southern Afghanistan, providing expert briefings and intel on tribal dynamics, Taliban activities, etc. Coordinated RC-S operations with the many private civilian and government reconstruction and development agencies operating in southern Afghanistan. Was chief RC-S liaison with Afghan provincial and local government officials. Provided weekly campaign updates to senior U.S. State and Defense Department officials; these reports were widely regarded as the most authoritative available on the war in southern Afghanistan.
