Previously supported the Air Force Life Cycle Management Center (AFLCMC) Personnel Directorate. Served as a full-stack VB.Net/SyncFusion/Oracle software developer responsible for modernizing the Resource Management Information System (RMIS) application. Applied UI/UX expertise to redesign and update the numerous user interfaces, and developed new database-driven web pages. Modernized the search feature and dropdown fields to leverage auto-complete capability. Optimized SQL queries to improve database performance, and revamped database schema and indexing to improve data retrieval efficiency. Earlier, supported the Army Ground Vehicle Systems Center (GVSC) as a project manager and full-stack Java/React/SQL Server software developer. Helped the U.S. Army Security Assistance Command (USASAC) integrate, update, and modernize several disparate applications and data sources as part of a Case Management Analyzer (CMA) that operates using a new suite of tools and technologies, and advanced security protocols, to facilitate its migration into the cArmy cloud.

Provided Web development information technology support for various clients. For pictureitsettled.com (see below), migrated application code, training database, and machine learning model to a new Google cloud-based instance, and established routines for daily model retraining. Also, provided client with ongoing server and software support, and oversaw offshore team developing Android and iOS updates for mobile application. Developed new websites for several companies.

Worked remotely with BlueWater Federal Solutions via Insight Global to perform in-depth troubleshooting, software debugging, and problem resolution for a complex, scientific application. Through a series of tasks, discovered and verified functional and performance issues, proposed design and development solutions, implemented fixes, and tested and documented remedies. Extensive use of debugging tools and methodologies to evaluate issues in JAVA, SQL and Go code. Contract just ended.

• Developed a Web-based Java application that employs deep data and predictive analytics (Bayesian inference and neural networks) to suggest negotiation strategies for litigation attorneys (information available at http://pictureitsettled.com). Provided software improvements and maintained five Google Cloud instances. • Enhanced Web-based JavaScript application (using Node.js) for an electric utility organization. Designed and developed new user interfaces to capture and display real-time sensory outputs, and store and display historical information and analytic results.• Served as Agile Scrum product owner and Java front-end developer for an enterprise Web-based Java pharmacy management application. Prototyped UI/UX and reviewed enhancements weekly with user group. Validated Americans with Disabilities Act (Section 508) compliance using JAWS. • Employed time-series machine learning and data mining techniques to analyze large vehicle sensor data sets and define distracted driving indicators. Used RapidMiner and MongoDB. Developed a web crawler using Python, Scrapy and Selenium to capture critical web-based accident data.• Using Django and Python, developed a dynamic, Web-based GUI for a risk modeling and analysis tool as part of the Automotive Consortium for Embedded Security (ACES) joint industry program.• Used C# and Windows Presentation Foundation (WPF) to develop a customizable dashboard with a dozen widgets representing key functions of a commercial transportation application. • Program manager for a five-year, $27M Smart Grid Demonstration Project focused on technology integrations to improve the Texas electric grid. These included PMUs, EVs, smart homes, DR/DG (wind/solar), and energy storage. Led the winning proposal effort for 18 organizations.

Contracted to SwRI to substantially improve user experience for a Java-based Web application.

Supported the Air Force Surgeon General by developing and promoting an evolutionary service-oriented architecture (SOA) for enhancing and federating operations across 85 distinct medical treatment facilities.• Completed a detailed SOA implementation plan based on extensive research and a quantitative cost-benefit analysis of leading portal, enterprise service bus (ESB), and SOA technology vendors. Included options, milestones, resource requirements, and costs. • Created a comprehensive transition plan for consolidating medical applications and operations as part of a new target architecture.• Developed the end-state target architecture to provide synergistic enterprise-to-enterprise and global technical solutions for transforming business operations and federating service-based capabilities using SOA processes

Led and/or assisted in the development of numerous winning proposals, including two large Air Force proposals. The engineering and technical support services (ETSS) contract was awarded at $90M and the subsequent ETSS II contract was awarded with a value of $330M. From 2000 to 2006, managed a software development team providing net-centric services to the Air Intelligence Agency (AIA). Developed, fielded and supported a classified Web portal which initially served AIA, and was expanded to serve 17 different Air Force organizations. Ultimately, migrated total capability to provide baseline for an Air Force-level classified portal. • Integrated dozens of applications, created 100+ Java/J2EE servlets with XML registration pages, and constructed 1,200 static and dynamic JSP content modules. • Provided content management, software development, training and help desk support. • For one agency spearheading the investigation of the Space Shuttle Columbia disaster, created a separate portal instance and implemented a unique three-tier security access control system. • Rewrote much of the Java Struts-based Broadvision portal software to provide new capabilities, including sub-portals, unlimited number of branded content pages, enhanced security, improved collaboration, and document management. • Initial portal efforts included requirements definition, technology evaluations, and a cost-benefit analysis to recommend the technological solution. Subsequently developed three prototypes using Oracle, Sun iPlanet (now Oracle), and Plumtree (now Oracle BPM).From 1997 to 2000 managed four networks within the AIA Technology Demonstration Center. • As a proof-of-concept, developed a Web-based application that employed Java, CORBA and native methods to correlate information from mapping, database and legacy systems

Managed dedicated and matrixed teams providing full life-cycle software support to next-generation systems for the Defense Advanced Research Projects Agency (DARPA).• Assisted with development of a next-generation expert message understanding system. Created knowledge bases, defined recognition rules, and developed enhanced data extraction techniques. • For three earlier DARPA mapping and message processing systems, defined functional requirements, developed software design specifications, constructed knowledge bases, and performed test and evaluation.
