  Purpose: To implement and develop financial, administrative and human resource processes and policies of the initially Ethiopia country program and currently for Haiti to ensure that they are relevant and functioning efficiently and effectively, to use financial reports as a tool to monitor and proactively detect risks and opportunities and bring these to the attention of management, to ensure that administrative and financial service support to program is adequate and timely, develop staff to acquire adequate skills to perform tasks assigned to required standards and oversee procurement functions to ensure compliance and efficiency. Responsibilities:1.1 Performance Management• Set performance objectives or goals in consultation with staff, monitor, coach and continuously appraise staff in the process of meeting the set objectives• Train, guide and motivate staff being supervised• Carry out semi and annual performance appraisals of staff based on agreed set objectives, identify training needs and recommend training for staff.• Initiate, evaluate and propose appropriate staffing changes such as promotion, transfer, termination, remuneration adjustments and contracts for staff in the Finance and Administration Team• Attend senior management meetings on behalf of the Finance and Administration Team1.2 Treasury• Supervise the Ethiopia program’s banking arrangements to ensure adequate liaison with principle bankers and minimize the Ethiopia program’s exposure to currency gains and losses• Approve monthly bank and cash reconciliations and take appropriate timely follow up actions on outstanding issues• Approve cash flow forecasts and requests of funds from HAI London office• Liaise with donors dealing directly with the Ethiopia program to ensure timely receipt of funds1.3 Management Accounting • Lead and guide in the timely preparation of the Ethiopia program annual and mid year financial review (MYFR) budgets.
