Since 1994 when I qualified as a Ship’s Safety Technician and earned the Navy Enlisted Classification code 9571, I have worked heavily in safety onboard 4 different ships and 2 shore commands. During this time I have been involved with personnel safety in 10 different Chief of Naval Operations maintenance availabilities and 2 emergent dry dockings. On four ships’ I have been the primary person responsible for the Ship’s Electrical Safety and the Tag-out programs. When in charge of these programs I have taught classes to shipboard personnel to ensure their competence. To ensure compliance I have conducted routine inspections of the ship’s compartments. Working as the ship’s 3M Coordinator, I have been working with the Ship’s Safety Officer and the Port Engineer to ensure that safety discrepancies are assigned a priority for correction. I meet with 42 Work Center Supervisors on a weekly basis for training not only on maintenance procedures but Navy Occupational Safety and Health programs. Frequent spot checks of the maintenance program on ship involves compliance with the following safety programs; respiratory, hearing, sight, hazardous material, explosive, electrical, aloft, heat stress, and working over the side safety programs. As a training team coordinator, I was responsible the Operational Risk Management of all engineering evolutions and casualty control drills. I determined the Risk Assessment Codes and oversaw the implementation of mitigation controls for over 100 casualty drills and 200 evolutions that allowed for the safe training of 50 Sailors in the Engineering Department.
