Responsible for updating the Supply Plan with actualized volumes while continually running multiple scenarios to evaluate new Marketing opportunities.

Manage the scheduling of Marine vessels to and from production facilities to ensure product availability to 2 Refineries and 20 Terminals when needed (700MM gallons). Establish optimal timing for marine movements and ensure minimal dock conflicts and delays. Assist in the formulation of product distribution strategy in order to maximize company objectives. Coordinate NuStar logistical assets to satisfy customer needs and maximize equipment utilization. Maintain logistics database with history of product movements. Summarize movements and expense comparison of past years to present. Maximize the load/discharge scheduling of 3rd party railcar purchases to minimize railcar demurrage. Provide daily inventory updates and analysis of sales vs forecast, plan and budget. Responsible for the review and reconciliation of time charter barge freight calculations and preparation of monthly summaries vs. spot charter rates.

Manage product distribution for CITGO Asphalt’s 2 refineries and 20 terminals (700MM gallons). Responsible for Department economic optimization to ensure the lowest distribution cost for the business unit. Responsible for all areas involved in marine, rail or truck movement including chartering, strategic planning, coordination, scheduling, documentation and communication. Manage the administration of all spot and term contracts covering asphalt and crude purchases, exchanges and wholesale sales. Oversee product coordination with production facilities, Product Traders and Marketing personnel to ensure that the product distribution plan is aligned with supply and production plans. Negotiate all marine and rail transportation contracts for the movement of asphalt. Negotiate all rail car leases for a fleet totaling 500 railcars. Continually monitor rail fleet requirements and make adjustments as necessary to minimize costs. Negotiated a Marine Contract of Affreightment with 5 year term ($75MM) resulting in a freight cost reduction of $6.5MM over the term of the contract.. Manage all dock activity at refineries and terminals minimizing dock congestion and controlling demurrage expense. Responsible for the implementation of 5MMB of outside asphalt purchases from various suppliers (foreign and domestic).
