Warm greetings. I am a Senior Foreign Service Officer and international development professional with experience managing diverse and talented missions in complex development, transition and crisis/natural disaster response contexts. I apply expert-level foreign policy, strategic planning, and policy reform skills and motivational capabilities to lead positive change in U.S. foreign policy priority contexts (e.g. Nicaragua, Venezuela, Ecuador, Brazil, Sri Lanka, South Sudan, Burma, China). I regularly represent the U.S. Government to senior leadership of foreign governments and non-governmental stakeholders regarding development, private investment and humanitarian assistance matters and brief and engage U.S. Government leadership regarding USAID development and crisis response scenarios. With my colleagues at USAID and Brazil's Partnership Platform for the Amazon (PPA), I conceptualized, designed, registered and executed the world's first biodiversity impact investment fund-- the Amazon Biodiversity Fund (ABF)-- the 2020 Environmental Finance Fund of the Year. SA coordinates foreign assistance in support of the U.S. recognized Interim Government of Venezuela (IGV). In this capacity, I direct the Venezuela Operating Unit (OU), managing the $120 million (m) Development Objective Agreement (DOAG) supporting civil society, independent media, and governance of the IGV. I managed the opening of USAID/Ecuador, the Agency’s newest Mission in 2020, coordinating $101.5 m in assistance, including engagement with the Government of Ecuador (GOE). SA coordinates USAID assistance to Bolivia and other non-presence OUs. RSD managed $64.5 m in FY19 funds and is responsible for LAC Bureau coherence in achieving Agency policy priorities, including the region’s response to and recovery from COVID-19 and countering malign influence. As Executive Director of Private Sector Engagement Hub in 2019 I led the roll out of USAID’s signature Private Sector Engagement (PSE) Policy, including overseeing world-wide training for USAID staff and development of new global programs and procurement mechanisms, to allow USAID Missions to co-create and more effectively engage with the private sector in achieving their transformation development goals. -

Conceptualized and spearheaded the design team for the Amazon Biodiversity Fund (ABF) for Brazil, the world's first impact investment exclusively for biodiversity sustainability and impact, and the 2020 Environmental Finance Fund of the Year. Congratulations to all involved with this pioneering, first of its kind Fund. Conceptualized and consolidated two private sector led Partnership Platforms that allow USAID to engage early and identify shared objectives with the private sector, thereby embodying the Administrator’s vision for enterprise-led development. One of these, the Amazon Partnership Platform has catalyzed numerous public-private partnerships for sustainable investment in the Amazon with partners like Google, Coca Cola, AB Imbev, Natura among others, leveraging tens of millions of dollars and countless value in ideas and intellectual property. Mission DirectorUsaid Sri Lanka And Maldives Jan 2015 - Jun 2015Washington, District Of Columbia, UsLed USAID during an historic democratic transition for Sri Lanka and a critical period for US-Sri Lanka relations. Coordinated U.S. inter-agency inputs and worked decisively with the Mission technical team to develop a four-year, $77 million “Transition Support Plan for the Sri Lankan Reform Agenda”; including conceptualizing priority analyses by international experts to identify critical technical needs; while in the process consolidating the USG as leaders in the international assistance community during the transition. The timeliness and quality of the Plan ensured that it could be introduced at the first Inter-agency Policy Committee (IPC) co-chaired by Assistant Secretary of State at the NSC. The Plan subsequently became a key technical component of the framework for U.S. re-engagement with Sri Lanka. I served as Acting Deputy Chief of Mission and helped coordinate the visit of U.S. Secretary of State John Kerry, the first such visit to Sri Lanka in 40 years, and supported his announcement of the U.S. -Sri Lanka re-engagement strategy, -
