As Program Development Manager for NAVFAC Military Construction (MILCON) HQ, I am responsible for issuing MCON Preliminary Design Authority (PDA), Final Solicitation Document Design Authority (FSDDA), Authority to Advertise / RFP (ATA), and Award Authority for all Military Construction projects executed by Naval Facilities Engineering Command. I also assess the requirement for 10 USC 2807 notification for all projects requesting design authority and assist in the in the preparation of official request packages from NAVFAC HQ to ASN (EI&E) for 10 USC 2807 notification to Congress.

As a Project Execution Coordinator (PEC) for the NAVFAC AT/FP Ashore Program, I oversaw and monitored the cost, schedule and performance metrics for each of the Command, Control, Communications Computers and Information (C4I) projects assigned to me. I coordinated the delivery of ATFP Ashore baseline technology to Navy installations around the world.My PEC responsibilities included coordination with each Execution Agency’s Project Lead (PL) and each customer representative to ensure that the project being executed remained within the cost and schedule parameters defined by an approved Plan of Action and Milestones (POA & M). I updated these project metrics and posted deliverables in the web-based ATFP Information Module (AIM) SharePoint portal as well as e-Projects and Remedy. Project Deviation Requests (PDRs) were reported to the AT/FP Ashore Business Management Team (BMT) via the Assistant Program Manager for C4I Technology on a weekly basis until they were resolved.
