I worked as a Consultant Utility Forester primarily consulting for Dominion Energy over all of their VA/NC range. As they were rebuilding many of their transmission lines, I would identify and mark danger trees that were outside of the Right of Way, obtain the deed with the easement for the property the trees were located, manage tree crews to cut marked trees, and calculate the timber value to be paid out to the landowner.
