Synchronizes efforts between operations and other senior management for unity of effort to ensure the confidentiality, integrity, and availability of DODIN.

Led the standup of the communications organization responsible for air operations communications confidentiality, integrity, and availability. Managed the following sections of the organization; network operations, network management, radio transmissions, IT asset accountability, postal services, COMSEC, Information Assurance, and plans, policy, and programs. Developed engineering training guides, policies, procedures, statements of work (SOW’s) for requirements. Identified manning shortfalls, justified for, and procured 11 additional manning billets. Organized and directed network vulnerability management teams that eliminated over 40K threats in 180 days.

Directed 45 personnel in Lead Command Manager (LCM) duties advocating and overseeing acquisition, maintenance, sustainment, and operations of 13 NC3 systems supporting nuclear fielded forces. Oversaw and led $50M in the Planning, Programming, Budgeting & Execution (PPBE) process for systems disseminating Emergency Action Messages (EAMs) to command posts, bombers, and intercontinental ballistic missiles (ICBMs) Oversaw the Air Force’s Nuclear Deterrence Operations lead architecture function that provided systems and operations views of the NC3 enterprise. Efforts culminated in leading a team supporting a Chief of Staff of the Air Force (CSAF) Task Force which guided enterprise-wide changes to NC3, declaration of NC3 as a weapon system, and subsequent standup of the AF NC3 Center (AFNC3C). Named the Department of Defense’s 2013 NC3 Senior Noncommissioned Officer of the Year.

Managed 22 personnel maintaining a $500M DISA Protection Level-1 facility. Administered 84 network platforms (CISCO, Juniper, and Marconi), 962 circuits valued at $3.4M. Safeguarded POTUS, USEUCOM, USCENTCOM, Missile Defense Agency (MDA), NATO, FBI, and NSA command and control backbones. Devised and implemented diverse and robust optical networks for USAF’s Remotely-Piloted Vehicle command and control (C2) mission which increased capacity by 400%. Named 2011 86th Airlift Wing Cyber Support Senior Noncommisioned Officer of the Year.

Directed all network operations and maintenance on the Air Force’s largest base network worth $54M and supporting 22K users over six bases, NATO, and Headquarters, USAF in Europe. Managed 95 military and civilian personnel. Provided direct oversight of all project management associated with network operations.

Project Manager, Executed $51M five-year USAFE Technical Control Facility Modernization Program (TCF-MP) replacing antiquated asynchronous transfer mode (ATM) equipment and services with optical and circuit-to-packet (CTP) solutions. Overcame a 40% budget cut by contracting local national installers and kept TCF-MP on-schedule saving the AF $1.5M. Gained four years of experience as a staff action officer at the Major Command (MAJCOM) level experienced in using Task Management Tool (TMT) and working high priority tasks, briefings, PowerPoint presentations, and staff summary sheets. Coordinated with engineers, customers, and project managers to plan and design interoperable/efficient solutions.

Managed 38 person tactical communications team. Administered $5.2M Theater Deployed Communications (TDC) and Integrated Communications Access packages (ICAP) to support warfighter secure voice and data requirements across the Korean peninsula. Led first ever TDC interface testing between U.S. and South Korean military tactical communications ensuring coalition interoperability and enhancing partnership capacity. The ICAP was comprised of COTScircuit switches, hubs and routers, multiplexers, and on-base transmission (radio and laser) andencryption devices.
