As the former Senior Director of Policy and Public Affairs for the Railway Association of Canada (RAC), I worked directly with members to shape policy and advocacy pertinent to the railway industry. My responsibilities included managing the association’s research agenda, monitoring transportation policy and economic conditions, and directing government and public affairs activities. In parallel to these responsibilities I maintained oversight of the RAC's Safety Culture Improvement Initiative, the Locomotive Emissions Monitoring Program, contributions to the Proximity Initiative, and the industry's annual performance report, Rail Trends. Further I led all aspects of developing the association's inaugural sector-based sustainability platform - Right Track. This included all work related to research and bench-marking, stakeholder and member engagement, issue identification and branding. I also worked directly with the RAC’s Executive and Board of Directors to design, draft and finalize two triennial strategic plans.

Michael was responsible for delivering Startos' evaluation and review activities which included program and policy evaluation, organizational and management reviews, and special assignments for evaluation and auditing organizations such as the Commissioner of the Environment and Sustainable Development. He was responsible for designing and successfully delivering against an annual business plan that focused on meeting or exceeding the company’s monetary and non-monetary goals and targets for this service offering. Michael was the Project Manager for the vast majority of the company’s public sector reviews and evaluations, managing a resource and building evaluation and review capacity across the firm. Since 2005, Michael led or contributed to the successful completion of over 20 formal evaluations of government and non-government programs that address the environment and or natural resource management.Michael was a founding Committee Member for the Environmental Evaluators Network in Canada and is Member of the Canadian Evaluation Society.

In this role Michael played worked within Stratos’ Management Business Line which ultimately included formal program and organizational evaluations. Previous evaluation experience includes providing evaluation and project management services for major horizontal evaluations such as the formative evaluations of the federal programs for the Species at Risk Act; the Canadian Shellfish Sanitation Program; and presently the evaluation of the Cabinet Directive on the Environmental Assessment of Policy, Plans, and Programs. Prior to completing his Masters degree at the School for Resource and Environment Studies at Dalhousie University, Michael worked for the Environmental and Sustainable Development Services directorate at Public Works and Government Services Canada (PWGSC). As a public servant, he gained experience by completing a variety of projects related to sustainable development, environmental assessment, and hazardous substances. In addition to his term at PWGSC, Michael completed work terms with the Natural Resources Canada (NRCan) and the Regional Municipalities of Waterloo and Peel.

Provided ongoing support (e.g. research, writing, project management) to Managers and Directors responsible for the delivery of evaluation, auditing, and strategic management services to the company's private and public sector clients.

Prepared a discussion paper that presented the environmental framework and accompanying program for 11 OECD DAC countries

Environmental Officer responsible for the successful completion of environmental assessment screening reports for federal projects as per the requirements stipulated under the Canadian Environmental Assessment Act.
